Meydan vs Shams Free Zone: A 2026 Head-to-Head

One sells a Dubai address with a published price; the other offers a Sharjah media-zone licence priced by calculator. Here is what each authority actually publishes, and what it means for tax.

meydan vs shams free zone

Meydan Free Zone is in Dubai and, as of 10 October 2026, publishes a standard digital licence from AED 12,500 with up to three activity groups and a flexi-desk, with visas priced separately. Shams, the Sharjah Media City free zone, publishes no fixed package price: its site uses a cost calculator, says prices are estimates, and states up to five activities and up to 50 visas per licence. The tax position is the same in both. Each company must register for corporate tax, and the 0% rate needs Qualifying Free Zone Person status, including audited accounts.

Basis: Meydan Free Zone and Shams published pages (checked 10 October 2026); Federal Decree-Law No. 47 of 2022, Article 18; Ministerial Decision No. 84 of 2025

# Meydan vs Shams at a glance

Both are free zones whose licences are valid UAE licences, but they sit in different emirates and price differently. Figures below are what each authority published on its own site on 10 October 2026.

  • Location: Meydan is in Dubai. Shams is in Sharjah (Sharjah Media City).
  • Published licence price: Meydan from AED 12,500 for its standard digital licence; Fawri instant licence from AED 15,000. Shams publishes no fixed price; its calculator returns estimates.
  • Activities: Meydan allows up to three activity groups, with each activity outside them at AED 1,000. Shams states up to five activities on one licence.
  • Visas: Meydan does not publish a quota. Shams states up to 50 visas per licence.
  • Workspace: Meydan includes a flexi-desk. Shams offers co-working space with a lease agreement.
  • Multi-year: Meydan advertises up to 15% off multi-year licences and licences of up to 10 years. Shams's calculator offers one to ten years.

# Licence packages and visa costs

Meydan. The licence price excludes visas. Meydan publishes the visa chain separately: investor visa from AED 4,000, employee visa from AED 3,500, a one-time immigration establishment card from AED 2,000, and medical and Emirates ID assistance from AED 2,250. Meydan says a first investor visa typically adds around AED 7,850, so on its own figures a licence plus one investor visa is roughly AED 20,350 in year one. Its FAQ links investor or partner visa eligibility to share capital of AED 50,000 or more. Renewal fees are not published.

Shams. Shams does not print a package price. Its calculator asks for package type, duration, investor and employee visas and a co-working space with lease agreement, and the site says the result is an estimate and that exact costs come from a business setup adviser. Consultancy websites quote Shams figures, but they are not the authority's schedule, so we do not repeat them.

To compare fairly, ask both authorities for a written quote on the same basis: same visas, activities and term, with year-one and year-two costs shown separately. Then total three years with the business setup cost calculator.

# Office, activities and mainland reach

Workspace. Meydan's standard licence includes a flexi-desk, and its FAQ says you can use a flexi-desk or shared office from day one. Shams packages come with a co-working space and lease agreement. A flexi-desk satisfies the licence, but it may not be enough substance for the 0% corporate tax rate if no one actually works from the zone.

Activities. Meydan advertises more than 2,500 activities, three activity groups included. Some activities need third-party approval. Shams, a media-focused zone, offers Media and Standard packages; check that your exact activity is on its list before paying. Combining general trading with unrelated activities is something Meydan's own FAQ flags as high-risk for bank account opening.

Mainland reach. Neither licence lets you trade directly with UAE mainland customers. Meydan, as a Dubai free zone, can use the Dubai route under Executive Council Resolution No. 11 of 2025: a DET branch licence at AED 10,000 a year or a temporary permit at AED 5,000. A Sharjah licence holder wanting a Dubai presence faces a different route; see Sharjah licence with a Dubai office.

# Audit requirement and banking

Audit. Two layers apply. First, each zone's own rulebook. Shams requires an annual audit: Article 62.3 of the Sharjah Media City Free Zone Companies and Licensing Regulations 2024 says accounts must be examined and reported on by an auditor (see Shams audit requirement). Meydan's Companies and Licensing Regulations 2022 (Clause 42.1) require audited statements to be submitted within 30 days of the Authority's request, with no fixed calendar date (see Meydan audit requirement). Second, the federal layer: a company claiming Qualifying Free Zone Person status must prepare audited financial statements at any revenue under Ministerial Decision No. 84 of 2025. In practice, anyone relying on the 0% rate needs an annual audit in either zone. See free zone audit requirements by authority.

Banking. Banks do not approve accounts by zone name. They look at the activity, the ownership chain, where the owners live, expected transaction flows and evidence of real operations. A Dubai address can help with some banks and payment providers, and Meydan advertises same-day starts on bank and visa applications under Fawri. Both zones' licences are accepted in principle; the file decides. Prepare the licence, lease, shareholder IDs, a business plan and evidence of customers. See opening a corporate bank account in Dubai.

# QFZP eligibility and choosing between them

Neither zone grants the 0% corporate tax rate. Every company in either zone is a taxable person, must register with the FTA (AED 10,000 penalty if late) and files a return within nine months of year end. The 0% rate under Article 18 of Federal Decree-Law No. 47 of 2022 applies only to a Qualifying Free Zone Person that, in each period:

  • has adequate substance in its free zone;
  • earns qualifying income, with non-qualifying revenue within the de minimis limit, the lower of 5% of total revenue or AED 5,000,000 (Ministerial Decision No. 229 of 2025);
  • prepares audited financial statements (Ministerial Decision No. 84 of 2025);
  • prices related-party dealings at arm's length and has not elected the standard regime.

The zone choice affects only the substance limb: where your people, premises and decisions actually are. A one-person consultancy working for foreign clients can meet it in either zone if the work is genuinely done from there. A business selling mainly to UAE mainland clients or individuals will usually fail the de minimis test in either zone. Failing moves the company to the 9% regime for that period and the next four.

A simple way to decide: choose Meydan if a Dubai address and a published, fixed starting price matter; ask Shams for a written estimate if a larger visa allowance or Sharjah media activities fit better. Then compare three-year totals, including the audit. This page does not rank either zone or any provider.
