# How this library works
Every template in this library exists to solve one boring, expensive problem: the blank spreadsheet. A VAT-registered business in the UAE does not fail for lack of ambition — it fails on un-invoiced retainers, unclaimed input VAT, missing UBO records and payroll files rejected by the bank. Each of the 135 files below is a starting point built from real UAE practice: the fields are named for what the Federal Tax Authority, MOHRE or your auditor actually asks for, and each file's download page explains what every key field means, how to use it, and where its limits are. Files marked CSV open directly in Microsoft Excel, Google Sheets and LibreOffice — no special software needed. PDF files are printable checklists and drafting notes. Every file ships with sample rows so you can see the format in action; delete the samples before first use, and never enter real company data into a shared copy. As of October 2026, the compliance notes on each page reflect current published rules. Tax rules change — re-check before relying on any file for a filing position, and read the do-not-rely notes on the pages that carry them.
# A. Invoicing and billing — 18 templates
Everything that creates, corrects or chases a sale. The section starts with the VAT tax invoice itself — the 20-field Article-59 template — and works through simplified invoices, proformas, credit and debit notes, freelancer invoices, quotations, delivery notes, receipts, statements of account and the registers that keep numbering honest. It closes with the e-invoicing readiness checklist: the mandate phases in from the 1 July 2026 pilot to 1 January 2027 for large businesses and 1 July 2027 for everyone else.
| Template | What it does | Use it when |
|---|---|---|
| VAT tax invoice template | 20-field Article-59 compliant invoice register format | Every taxable sale you make |
| Invoice register | Sequential log proving no invoice went missing | Monthly, before the VAT return |
| E-invoicing readiness checklist | 15-point Peppol/mandate preparation guide | Now — the mandate is phased and fixed |
| Credit / debit note templates | 16-field VAT adjustment documents | Post-sale price corrections |
| Invoice reminder letters | Three-stage 7/30/60-day escalation | The moment an invoice goes overdue |
# B. Accounting and bookkeeping — 20 templates
The books themselves: chart of accounts, journals, day books, cash books, reconciliations, registers and close checklists. This is the largest section because it is the foundation everything else stands on — VAT returns are compiled from day books, financial statements from the trial balance, and audits from the registers. The month-end and year-end close checklists turn the close from a scramble into a sequence.
| Template | What it does | Use it when |
|---|---|---|
| Chart of accounts | 7-field coded structure with VAT treatment and CT relevance per account | Setting up or cleaning up your books |
| Bank reconciliation | Book-vs-bank bridge with timing differences | Monthly, without exception |
| Trial balance | The ledger's self-check: debits must equal credits | Every close, every audit |
| VAT return working paper | Box-by-box tie-out from day books to return | Every VAT quarter |
| Month-end close checklist | 23-point six-block close sequence | Every month-end |
# C. VAT and corporate tax compliance — 20 templates
The filing toolkit: VAT return working papers, voluntary disclosure worksheets, TRN amendment trackers, corporate tax computation workings, transfer-pricing documentation checklists and the reconsideration filing pack. Several pages in this section carry the strongest compliance framing in the library — the voluntary disclosure worksheet works to a 20-business-day clock, and the reconsideration pack to a 40-business-day filing window under Federal Decree-Law 28/2022.
| Template | What it does | Use it when |
|---|---|---|
| VAT return working paper | Box-by-box compilation from your day books | Every tax period |
| Voluntary disclosure worksheet | 20-business-day correction workflow | You find an error in a filed return |
| Corporate tax computation | 9% above AED 375,000 working with adjustments | Annual CT return |
| Reconsideration filing pack | 40-business-day challenge to an FTA decision | You dispute a penalty or assessment |
| Input VAT apportionment | FTA input-based method worksheet | Mixed taxable/exempt supplies |
# D. Payroll and HR — 18 templates
WPS-compliant payroll: the salary file preparation sheet, payslips, gratuity calculator built on Article 51 of Federal Decree-Law 33/2021 (21/30-day tiers, two-year cap), overtime sheets, leave trackers, EOS settlement statements and the HR letters — salary certificates, NOCs, experience letters. The WPS sheet is explicitly a preparation aid, not the bank SIF format: your bank's portal generates the actual file.
| Template | What it does | Use it when |
|---|---|---|
| WPS salary preparation sheet | Pre-bank validation of the salary file | Every payroll run |
| Gratuity calculator | Article-51 21/30-day tier worksheet | Any termination or resignation |
| UAE payslip | MOHRE-practice compliant slip format | Every pay cycle |
| End-of-service settlement | Full and final statement | Employee exits |
| Leave tracker | Annual/sick leave balances | Ongoing HR administration |
# E. Corporate governance — 16 templates
Board minutes, board and shareholder resolutions, AGM notices, dividend paperwork, the UBO register (25% threshold, 15-day updates under Cabinet Decision 109/2023), MOA amendment checklists, share transfer forms and power-of-attorney drafting notes. These are practice-based documents — no statute prescribes their exact form — so every page carries the honest framing: have your lawyer review before you rely.
| Template | What it does | Use it when |
|---|---|---|
| Board meeting minutes | UAE LLC minutes format | Every board meeting |
| UBO register | 25% ultimate-beneficial-owner record | Set up once, update within 15 days of change |
| Shareholder resolution | Written resolution format | Decisions without a meeting |
| Dividend minutes | Declaration and distribution record | Profit distributions |
| AGM notice and minutes | Annual general meeting pack | Yearly, per your MOA |
# F. Audit preparation — 12 templates
The PBC list tracker, bank and legal confirmation trackers, management representation letter notes (framed correctly as notes under ISA 580 — not a signed letter), related-party schedules, subsequent-events checklists and the audit finding remediation tracker. Built for the reality that audits are won in preparation: the businesses that sail through are the ones whose PBC items were ready before the auditors asked.
| Template | What it does | Use it when |
|---|---|---|
| PBC list tracker | Requested-owned-provided-accepted pipeline | From the engagement letter onward |
| Bank confirmation tracker | Confirmation request log | Year-end audit cycle |
| Representation letter notes | ISA-580 preparation notes | Before signing anything |
| Related-party schedule | IAS-24 disclosure working | Year-end close |
| Finding remediation tracker | Management-letter actions to closure | After the audit report |
# G. Policies and internal controls — 12 templates
Expense, procurement, travel and cash-handling policies, the delegation-of-authority matrix, segregation-of-duties checklists, whistleblowing logs and the goAML readiness checklist for designated non-financial businesses. Policies are written with bracketed thresholds for you to fill in — a policy with someone else's numbers is decoration.
| Template | What it does | Use it when |
|---|---|---|
| Expense policy | Claim rules, limits and approvals | More than a handful of employees |
| Delegation of authority | Who may approve what, to what value | As soon as spending is delegated |
| Procurement policy | Three-quote and approval discipline | Purchasing exceeds pocket money |
| Travel policy | Booking classes, caps, per-diem rules | Regular business travel |
| Whistleblowing log | Report intake and handling record | Governance maturity |
# H. Founder and owner finance — 19 templates
The numbers behind the business: 13-week cash flow forecasts, startup budgets, break-even calculators, budget-vs-actual variance reports, client profitability sheets and the dividend-vs-salary comparison worksheet. This section is educational finance, not personal tax advice — the dividend/salary page says so explicitly, with the 9% corporate tax context that makes the comparison meaningful in the UAE.
| Template | What it does | Use it when |
|---|---|---|
| 13-week cash flow forecast | Weekly rolling liquidity view | Always — review weekly |
| Startup budget | Pre-launch cost planning | Before you spend |
| Break-even calculator | Unit economics to cover fixed costs | Pricing decisions |
| Dividend vs salary worksheet | 9%-CT-aware owner pay comparison | Annual owner-remuneration review |
| Budget vs actual | Monthly variance discipline | Every month-end |
# Using these files responsibly
Three rules. First, delete the sample rows before first use and never enter real employee, customer or financial data into a file you downloaded from the internet until it lives in your own systems. Second, treat compliance notes as dated guidance, not advice: every page states its basis and its as-of date, and the ones built on rules still being finalised — e-invoicing field mappings, for example — say so plainly. Third, know where templates end and advisers begin. A template organises information; it does not exercise judgment. Blocked VAT categories, mixed-use apportionment, transfer pricing, voluntary disclosures with material amounts and anything that ends up in front of the FTA are adviser territory. The 'When this file isn't enough' section on every download page draws that line for its specific file — read it.
# When templates aren't enough
If the monthly close takes weeks, the VAT return is assembled from memory, or payroll regularly misses the WPS deadline, the constraint is not a missing spreadsheet — it is capacity or expertise. That is the point to bring in professional bookkeeping and tax support rather than adding more templates. TaxAdvisors works with UAE businesses on exactly these problems: monthly bookkeeping, VAT and corporate tax compliance, payroll administration and audit preparation. Every download page ends with an enquiry form — tell us which file brought you here and what broke, and we will tell you honestly whether it is a template problem or an adviser problem.

Frequently asked questions
Are these templates really free?
Yes. All 135 files — 93 CSV spreadsheets and 42 PDF guides — are free to download with no email gate, no account and no payment. Each file's own page carries the download button directly. If we ever introduce an optional update list, it will be exactly that: optional, with explicit consent.
What format are the files in?
CSV files open directly in Microsoft Excel, Google Sheets and LibreOffice with no setup — we chose CSV over Excel workbooks deliberately so nobody needs specific software. PDF files are printable checklists and drafting notes. Nothing in the library requires a paid application.
Can I rely on these for my VAT return?
Use them to organise and check your figures, but treat the compliance notes as dated guidance, not tax advice. Every page states its legal basis and its as-of date (October 2026). VAT rules change, and individual circumstances differ — confirm the current FTA position before filing, and take professional advice where the amounts are material.
Do the templates include sample data?
Yes — every file ships with clearly marked sample rows so you can see the format in action. Delete the sample rows before first use, and never enter real company, employee or financial data into a downloaded copy until it lives in your own systems.
Which template should I start with?
Start with your current bottleneck, not the catalogue. Cash tight: the 13-week cash flow forecast. FTA correspondence on your desk: the compliance section. Month-end chaos: the close checklists. Payroll deadline pressure: the WPS preparation sheet. Each section above names its starting points.
Are the governance documents legally valid as-is?
They are practice-based starting points, not bespoke legal documents — no UAE statute prescribes the exact form of board minutes or resolutions. Every governance page carries the same honest instruction: have your lawyer review the document before you rely on it, especially powers of attorney and share transfers.
How current is the e-invoicing material?
As of October 2026: the mandate phases from a 1 July 2026 pilot to mandatory e-invoicing on 1 January 2027 for large businesses and 1 July 2027 for all others. The PINT-AE technical specification is still being finalised, so detailed field mappings in our e-invoicing pages are marked do-not-rely until the final spec publishes.
Can I suggest a template or report an error?
Yes — every download page ends with an enquiry form. Tell us which file brought you there and what is wrong or missing. Corrections to compliance notes are prioritised, because a wrong template is worse than no template.
Do you offer these in Arabic?
Not yet. The library is English-only as of October 2026. Arabic versions are under consideration — if that matters to your business, mention it in the enquiry form so we can gauge demand honestly rather than guessing.
What if my problem is bigger than a template?
Then it is probably a capacity or expertise problem, not a spreadsheet problem: month-end that takes weeks, VAT returns assembled from memory, payroll missing WPS deadlines. That is adviser territory. Tell us which file brought you here and what broke, and we will tell you honestly whether a template or an adviser is the fix.
