goAML Registration: The FIU Portal and Your UBO Data

goAML: the UAE FIU's portal — who registers, what UBO data flows through it, and the company's indirect relationship explained.

goaml uae

goAML is the UAE Financial Intelligence Unit's portal — where obliged entities (financial institutions, DNFBPs) register and file suspicious transaction reports and compliance reports. The company's relationship is indirect: the company does not file on goAML — but its UBO data flows through it when the bank or DNFBP reports the UBO discrepancy or the suspicious ownership. The implication: the UBO position the company gives the market is the position the FIU sees — the consistent, honest file is the goAML-proof file.

Basis: Cabinet Decision No. 109 of 2023 on Real Beneficiary procedures

# The goAML system

The portal. The FIU: the UAE Financial Intelligence Unit — the national centre for receiving and analysing the suspicious transaction reports. The goAML: the UNODC-developed platform — the FIU's registration, reporting, and messaging system. The registrants: the financial institutions, the DNFBPs — the obliged entities supervised for AML compliance. The filings: the STRs (the suspicious transaction reports), the threshold reports, the compliance returns — the intelligence flowing in. The analysis: the FIU's financial intelligence — the patterns, the networks, the disseminations to law enforcement. The lesson: goAML is the market's reporting channel to the FIU — the company's UBO data reaches it through the obliged entities' reports.

# How the company's UBO data flows

The indirect path. The bank's STR: the suspicious UBO — the undisclosed holder, the inconsistent position, the opaque structure — reported with the UBO details. The DNFBP's report: the lawyer's or auditor's suspicion — the client's UBO position reported. The threshold: the large transactions — the parties' UBOs included. The FIU's picture: the company's UBO position as the market reported it — potentially differing from the filed registers. The dissemination: the FIU's intelligence shared — with the law enforcement, the supervisors, the foreign FIUs. The lesson: the company never touches goAML — but its UBO data lives there, as reported by others. The filed registers and the market-reported position must agree.

# The goAML-proof file

The preparation. The consistency: the UBO position given to every obliged entity — the same true position filed with the Registrar. The documentation: the UBO pack — the registers, the cascade, the evidence — the file that answers the STR's questions. The updates: the ownership changes notified to the market — the bank, the DNFBP — the reported position kept current. The inquiry: the FIU's follow-up — the obliged entity's questions — answered with the complete file. The honesty: the disclosed arrangements — the nominees, the complex holdings — the explained positions, not the surprises. The lesson: the goAML-proof file is the consistent file — the same true UBOs to the Registrar, the bank, the auditor, and through them the FIU. The market reports what the company shows — show the truth.

# Keeping goAML and the UBO register aligned

The goAML registration and the UBO register describe the same people — keep them consistent. The alignment check: the persons reported to the FIU and the UBOs on the register, compared quarterly — the same names, the same ID numbers, the same percentages. The divergence risks: the goAML report naming a compliance officer as the contact while the UBO register is stale, or the STR narrative describing ownership the register does not reflect — the FIU reads both. The update discipline: a UBO change updates the register within 15 days and the goAML profile promptly after — the two systems never more than a filing cycle apart. The MLRO's file: the money-laundering reporting officer keeps the reconciliation — the single document proving the company's financial-crime and transparency positions agree.

# UBO and AML: two regimes, one 25% number

Beneficial-ownership registers and anti-money-laundering customer due diligence both use 25%, but they are different duties owed to different people. The UBO register under Decision No. 109 of 2023 is the company's own record, filed with its licensing authority, covering who owns or controls the company itself. AML due diligence is what banks, auditors, lawyers and other supervised businesses do to their customers: under Federal Decree-Law No. 10 of 2025 and its executive regulation Cabinet Decision No. 134 of 2025, they must identify the beneficial owner of each customer at 25% or more and keep monitoring the relationship. In practice the two meet constantly: your bank will ask for your UBO register when you open or review a corporate account, and a wrong register can freeze that process. goAML — the Financial Intelligence Unit's reporting platform — is a separate AML duty entirely: it receives suspicious transaction reports from supervised businesses and has nothing to do with filing your company's own UBO register.

FAQ Answers to the questions people actually ask

Frequently asked questions

What is goAML?

The UAE Financial Intelligence Unit's portal (built on the UNODC platform) where obliged entities — financial institutions and DNFBPs — register and file suspicious transaction reports and compliance reports for the FIU's analysis.

Does our company file on goAML?

No — the company's relationship is indirect. But the company's UBO data flows through goAML when banks or DNFBPs report UBO discrepancies, suspicious ownership, or threshold transactions. The market-reported position must match the filed registers.

How do we stay goAML-proof?

The consistent file: the same true UBO position to the Registrar, the bank, and every DNFBP — the complete pack, the current updates, the disclosed arrangements. The market reports what the company shows; show the truth.
