# How corporate tax works for building material suppliers

Material suppliers, steel, cement, timber, finishes, are distributors with commodity exposure: taxable income is sales less landed cost and operating costs, taxed at the standard bands. Price volatility is the commercial reality the tax follows through cost of sales.

Contractor customers bring credit risk: specific provisions for doubtful debts are deductible where evidenced, and write-offs after genuine efforts are deductible. Stock yards need proper counts; bulk materials estimated by eye are not a valuation.

# Computing taxable income for building material suppliers

Landed cost includes freight, handling and any import duty. Supplier rebates reduce purchase cost. Cut-to-size and delivery services are part of the supply revenue, recognised on delivery.

Construction businesses compute taxable income from accounting profit adjusted under Article 20 of Federal Decree-Law No. 47 of 2022, at the standard 0%/9% bands. Long-term contracts are recognised by stage of completion: revenue and margin follow certified progress, not cash received. Retention amounts are recognised when the right to them is established, usually at the defects period's end.

Variations and claims are recognised only when instructed or agreed, never on hope. Subcontractor costs, materials, labour and equipment hire are matched to the same progress, with year-end accruals for work done but not yet invoiced. Onerous contracts, where costs will exceed revenue, need provisions following the accounts.

Deductions that matter most for building material suppliers:

  • Landed cost of materials is deductible through cost of sales.
  • Yard rent, handling and delivery fleet costs are deductible.
  • Specific bad-debt provisions and genuine write-offs are deductible.

# Price volatility, stock and the margin squeeze

When steel or timber prices spike, suppliers holding stock benefit and those buying spot suffer; the tax follows the actual cost of the goods sold, not a smoothed average, unless the accounts use averaging consistently. Changing the costing method to manage the tax outcome is not permitted.

Slow-moving and damaged stock needs honest write-downs with evidence. A yard full of obsolete finishes carried at full cost overstates profit year after year until the eventual write-off shocks a single period.

Construction's recurring errors are progress-shaped: recognising full contract value on signing, ignoring variations discipline, missing subcontractor accruals at the year-end, and treating retention as never receivable. Related-party plant hire and labour supply without benchmarking invite Article 34 adjustments, and cash-paid day labour with no records destroys the deduction evidence.

# Free zone vs mainland for building material suppliers

Construction work is performed where the project sits, which for UAE projects means mainland activity taxed at 9% regardless of where the contractor is licensed. A free zone contractor building in the mainland is a mainland taxpayer in substance on that work; construction is not a qualifying activity for the 0% rate.

Only genuinely separate free zone streams, such as design or project-management consultancy for other free zone persons, could be qualifying income. Keep contracting and consultancy segmented where both exist.

Supply to mainland contractors is taxed at 9%. Distribution from a designated zone to foreign or free zone customers can be qualifying income for a Qualifying Free Zone Person (Ministerial Decision No. 229 of 2025).

# Worked example: building material suppliers tax computation

A supplier sells AED 16 million. Landed cost is AED 12.5 million after rebates, yard and delivery AED 1.4 million, a specific bad-debt provision AED 250,000 and other costs AED 600,000:

The bad-debt provision is deductible only because it is specific and evidenced. A general 2% provision with no debtor analysis would be added back, adding AED 28,800 of tax.

FAQ Answers to the questions people actually ask

Frequently asked questions

Are we a trader or a manufacturer if we cut and process materials?

Cut-to-size and light processing for customers is still trading where you buy and sell the material; the processing is a value-added service in the same computation. Genuine manufacturing, transforming raw inputs into distinct products, is manufacturing for the free zone qualifying analysis. Most suppliers are traders.

What if a major contractor customer collapses?

The specific debt is deductible when written off after genuine collection or liquidation proceedings, net of any recovery. Keep the correspondence. If a dividend arrives later from the liquidation, it is income in the period received.

Does a contractor register before winning its first project?

Yes, if it is a juridical person carrying on business. Registration under Article 51 follows the business activity, not the first contract; a contractor tendering with staff and overheads is already within scope. Early registration also preserves tender-stage losses for carry-forward under Article 37.

When is the contractor's tax return due?

Within nine months of the end of the tax period (Articles 53(1) and 48 of Federal Decree-Law No. 47 of 2022), with any tax payable by the same date. Stage-of-completion certifications and subcontractor accruals must be finalised before the return, because they decide the period's profit. Late filing attracts administrative penalties.
