# DMCC: the commodities and trade free zone
The Dubai Multi Commodities Centre is built around commodities trading, with a large community of traders, and a growing services population. For corporate tax, a DMCC company is a Free Zone Person under the same seven conditions as everywhere else. The zone's character shapes the tax analysis: DMCC traders live or die on the Qualifying Commodities definition, and DMCC service companies live or die on the customer mix.
For traders, the catalogue mapping is the whole game. Trading of Qualifying Commodities is a Qualifying Activity; general trading is not. A DMCC gold, diamond or energy trader whose goods meet the decision's definitions earns qualifying income from mainland buyers under category two; a DMCC trader in finished consumer goods does not. Map the catalogue SKU by SKU before the period begins, because the ledger will not do it afterwards.
DMCC's service companies, consultancies, agencies, marketing firms, face the standard services analysis: non-qualifying activities sold to mainland clients produce non-qualifying income. The free zone licence does not convert the activity. Many DMCC service companies are better in the standard regime than in a strained QFZP attempt; the honest assessment should come before the first return, not after the first breach.
# Substance and pricing for traders
Trader substance means the trading function in the zone: the traders, risk management, logistics coordination and dealing systems, with adequate qualified staff and expenditure. DMCC's tower offices house real trading desks well; the test is whether the decision-makers taking the trading risk sit there. A brass-plate trader with the book run from abroad fails Article 8 even if the commodities qualify.
Related-party trading is benchmarked cleanly where the commodity is exchange-traded: quoted prices are the strongest comparables in transfer pricing. Use them, file the price sources per trade flow, and keep the pricing inside the market range. The FTA can check the same screens, so the file should be thorough rather than creative.
Financing-like income needs separating from the trading book: extended payment terms, inventory financing, FX results. Each needs its own classification, and financing income may be non-qualifying or excluded. Do not let it hide inside trading revenue unclassified.
# Practical points for DMCC companies
Confirm the zone's Designated Zone position if relying on distribution; do not assume it. The distribution Qualifying Activity requires a Designated Zone, and the confirmation should be filed with the tax workings like any other load-bearing fact.
Run the de minimis monitoring with particular attention to the services sidelines that trading companies accumulate: agency fees, consultancy, logistics for third parties. Each is small and each feeds the numerator; together they breach ceilings that the trading book alone would never approach.
No fee figures and no rankings are carried here. DMCC's commercial terms come from the authority; the tax analysis comes from the law applied to the company's classified facts.
| DMCC activity | Tax character |
|---|---|
| Trading Qualifying Commodities | Qualifying Activity |
| General trading (other goods), mainland | Non-qualifying |
| Trading to free zone buyers | Qualifying (category 1, ex excluded) |
| Consultancy / services to mainland | Non-qualifying |
| Financing-like income | Classify separately |
# Transfer pricing in one paragraph
Compliance with the arm's length principle is one of the QFZP conditions: transactions and arrangements with Related Parties must be priced as they would be between independent parties, under Article 34 of the Corporate Tax Law. The pricing method and the documentation sit with the company, and the FTA can adjust taxable income where the principle is not met. For a free zone company this bites twice: an adjustment can reclassify income between the 0% and 9% buckets, and persistent non-compliance can cost the status itself. Document related-party pricing before the return is filed, not after the query arrives.
# The zone never changes the tax test
Every point on this page is the federal law applied in this zone, not a zone-specific concession. The seven QFZP conditions, the qualifying and excluded activity lists, the substance test, the transfer pricing conditions and the de minimis rule are identical in every UAE free zone; no free zone authority can vary them, and no zone offers a softer version of the test.
Choose the zone on commercial grounds, premises, talent, sector ecosystem, cost, logistics, and then test the planned business against the federal conditions. The other confusion to avoid is licensing: the zone authority's licence permits the activity, but Ministerial Decision No. 229 of 2025 classifies it for tax. Keep the licence and the tax mapping aligned at setup and at every material change, and do not assume permission implies a qualifying classification.
Zone-specific pages like this one apply the common test to the zone's typical business mix, its traders, manufacturers or financial firms, so companies see which of their income lines are likely qualifying and where the classification discipline needs to be tightest. The test is federal; the application is local.

Frequently asked questions
Do DMCC traders get the 0% automatically?
No. Trading is qualifying only for Qualifying Commodities as defined in Ministerial Decision No. 229 of 2025. A DMCC trader must map its catalogue to the definition; general trading to mainland buyers produces non-qualifying income.
What substance does a DMCC trader need?
The trading function in the zone: traders, risk management and dealing systems with adequate qualified staff. A brass plate with the book run abroad fails Article 8 even if the commodities qualify.
How is related-party commodity trading priced?
At arm's length benchmarked to quoted market prices for the commodity, the strongest comparables available in transfer pricing. File the price sources per trade flow and keep pricing inside the market range; the FTA can check the same screens, so the file should be thorough rather than creative.
Should a DMCC services company aim for QFZP?
Only if its customer mix fits. Services to mainland clients are non-qualifying income, and many DMCC service companies sit better in the standard regime than in a strained QFZP attempt. Assess before the first return.
