Simplified Invoices under E-Invoicing: E-Invoicing Go-Live in the UAE
Handling simplified invoices during the go-live phase of UAE e-invoicing: what to get right and when. Includes deadlines, costs and next steps.
simplified invoices go-live uae e-invoicing
Simplified tax invoices were the VAT-era shortcut for low-value B2C supplies; under e-invoicing, the question is what structured document replaces them, and current FTA guidance is the authority. During the go-live phase, this theme needs explicit attention: go-live is the cutover from old invoicing to network-transmitted e-invoices. Get it right here and it never becomes a hypercare problem; defer it and it will.
Basis: UAE Ministry of Finance - the framework decision for the e-invoicing system
- Mandatory fields, commercial electronic invoice
- 49
- UAE Electronic Invoice mandatory fields, version 1.0, 23 February 2026
- Revenue threshold splitting the two phases
- AED 50,000,000
- Article 5(1), Ministerial Decision No. 244 of 2025 on the Implementation of the Electronic Invoicing System
- Deadline to appoint a provider (revenue AED 50m+)
- 30 October 2026
- Ministerial Decision No. 66 of 2026 (amending the implementation timeline in MD No. 244 of 2025)
# The direct answer
Under the VAT Executive Regulation, simplified invoices served small-value supplies with reduced particulars. E-invoicing restructures the question: the framework defines electronic tax invoices (51 fields) and commercial electronic invoices (49 fields), and B2C transactions are currently out of scope anyway, which is where simplified invoices mostly lived.
For B2B transactions, do not assume a simplified format survives. The mandatory field set applies to the document type, and a B2B invoice with missing fields will fail validation regardless of its value. If your business historically relied on simplified invoices for small B2B supplies, that habit needs redesigning.
# What you need to know
This is an area where guidance continues to develop. Check the latest FTA and Ministry of Finance publications before designing your document types, and do not build processes on blog summaries: the instruments are the source of truth. In the go-live phase specifically, the priority is: Lock master data and mappings, confirm the production Peppol registration resolves, and brief every customer-facing employee on what changes.
# How to handle it
Work through these in order.
-
Freeze and finalise
Lock master data and mappings, confirm the production Peppol registration resolves, and brief every customer-facing employee on what changes.
-
Cut over cleanly
Pick a quiet date, ideally month-start. From that date, in-scope invoices go through the ASP; nothing goes out through the old channel.
-
Run hypercare
For two to four weeks, monitor transmissions daily, clear the error queue same-day, and hold a short daily standup until rejections fall to near zero.
-
Tell your customers
Notify regular customers that invoices now arrive as structured e-invoices, where to find the human-readable rendering, and who to call with questions.
-
51/49 field sets define the document types
Fold this into the phase plan as an explicit work item with an owner.
# Practical notes
The go-live phase is where this theme is cheapest to address: Archive the test evidence, hand the run-books to operations, and confirm the first month's transmissions reconcile to the sales ledger.
# Where businesses handling simplified invoices during go-live go wrong
First, the classification error: assuming every sale is B2B or every sale is B2C without mapping the streams. Mixed businesses that improvise classification per invoice create exactly the discrepancies the structured data makes visible. Second, forgetting intercompany flows: groups implement for external customers and discover at hypercare that the largest document stream was internal all along.
Third, the PDF habit: teams that keep emailing PDFs 'as usual' during the cutover while assuming the network has taken over. From go-live, the structured transmission is the invoice; the PDF is a courtesy. Brief every customer-facing employee and retire the old templates on a defined date.
Fourth, archiving as an afterthought. The transmitted XML, validation responses and renderings must be stored tamper-evident and retrievable by number, date, counterparty and TIN. A folder of PDFs is not an archive, and discovering that during an FTA request is the wrong time.
# Demonstrating compliance month after month
The FTA holds your transmitted data independently: the question is never whether the data exists, but whether your records reconcile to it. Monthly, tie every sales invoice in the ledger to an accepted transmission, investigate gaps rather than assuming them, and keep the reconciliation as a signed record.
Track the two operational metrics that predict trouble: transmission lag against the 14-day rule, and rejection rate over time. A growing lag tail or a plateaued rejection rate is a process failure with a date on it: fix the process while it is still an internal finding.
Report a short snapshot to management monthly: volumes, rejection rate, average lag, rule changes on the horizon. Compliance that is not reported is compliance nobody owns.

Frequently asked questions
Can I still issue simplified tax invoices after e-invoicing starts?
For in-scope B2B transactions, plan on the full structured document: the mandatory field set applies by document type, not by invoice value. Simplified invoices belonged mainly to the B2C world, which is currently out of scope. Confirm against the latest FTA guidance for your fact pattern.
When should we start the go-live phase?
Early enough that its outputs feed the next phase without compression: lock master data and mappings, confirm the production Peppol registration resolves, and brief every customer-facing employee on what changes. As a rule, begin go-live at least one full phase ahead of your go-live date. The go-live phase is where projects are won cheaply or lost expensively: time spent here reduces hypercare time later by a multiple.
Is emailing a PDF invoice enough under the new rules?
No. Once e-invoicing applies to you, the compliant document is the structured PINT AE data transmitted through your ASP: a PDF, with or without a QR code, is only a human-readable rendering. Keep emailing PDFs as a courtesy generated from the transmitted XML, but the transmission is the compliance event.
How do I choose an Accredited Service Provider?
Start from the Ministry of Finance Central Register for Accreditations, not from sales decks. Shortlist providers with a connector for your exact systems, compare pricing on identical volumes, test the sandbox with your real invoices, and contract the SLA, the price of growth and exit terms. Accreditation lasts two years: verify status before signing.
I am not registered for VAT. Do I still need e-invoicing?
Quite possibly: the mandate applies to persons conducting business, not to VAT registrants. If you are in scope without any tax registration, register with the FTA to obtain a Tax Identification Number, which the network requires. Make the TIN the first milestone: nothing downstream works without it.
How long does an e-invoicing implementation take?
A single-entity SME with clean data and a standard connector can be done in weeks to a couple of months; a multi-entity enterprise is a multi-month programme. The long poles are master-data cleansing, provider selection and testing. Start all three early rather than compressing them against the deadline.
