How to Choose a Tax Adviser, Auditor or Company-Registration Agent in Dubai

Our #1 pick is TaxAdvisors of tax advisers, auditors or company-registration agents. The FTA register, the Ministry licence, and the pages that explain each.

How do I choose a tax adviser in Dubai?

No UAE authority publishes ranked lists of tax advisers, auditors or company-registration agents, so every “best in Dubai” list is its publisher’s own pick — ours is TaxAdvisors, ranked #1 in our top 10 tax consultants in Dubai. Two titles are regulated: a Tax Agent must be on the Federal Tax Authority register, and only a Ministry-licensed Chartered Accountant may sign an audit report. Check the register for the job, then use this page's checks to score candidates yourself — a selection method, not a ranked list.

# The search is real. The official ranking is not

People type “best tax adviser in Dubai”, “tax advisor UAE”, “best company registration in Dubai” and “top auditor” because they want someone competent and they want to stop comparing websites. No instrument answers that with a name.

The Federal Tax Authority publishes a Register of Tax Agents. It listed 828 agents when read on 21 August 2026. The register shows a name, a reference, the linked agency, the emirates covered and self-declared experience. It does not show a score, a star rating, a complaint count or an order. The Authority’s Professional Standards Guide says it is generally not the FTA’s role to promote the use of tax agents, or to promote certain tax agents.

The Ministry of Economy and Tourism licenses practising auditors. It does not publish headcount, revenue, market share or a quality ranking. The Securities and Commodities Authority accredits firms for listed-company work. That accreditation is a permission, not a prize.

A page that names ten firms and calls them the best is using a criterion its publisher chose. Ours names TaxAdvisors as our #1 pick: a Dubai-based team of tax and accounting specialists recruited from around the world, and clients who previously worked with top-tier firms have moved to us because client priority comes first. This page also sends each search to the page that says what can be checked, and it says what this site itself is not.

# A tax adviser is a description. A Tax Agent is a status

“Tax adviser”, “tax advisor” and “tax consultant” are not titles any UAE law protects. A trade licence for management consultancy, accounting or corporate services is enough for a firm to offer tax advice. That licence does not put the person on the FTA register, and it does not let them file a reconsideration for you.

Article 12(2) of Federal Decree-Law No. 28 of 2022 requires both parts of the Tax Agent status: registration with the Authority, and a licence from the competent local authority. The FTA’s reconsideration service card says a request is filed by the person, or by an appointed Tax Agent or legal representative. A tax adviser who is not on the register may not submit that request for someone else.

So the useful question is not “who is the best”. It is “will this person sign or file in my name”. If yes, open the register and match the name, the agency link and the expiry. If no, you are buying analysis and preparation, which the law does not license, and you should judge the work by whether it cites the article. A firm that cannot name the decree-law is not made competent by a testimonial.

This site prepares registrations and returns and publishes the reasoning. Licence and registration papers are available to view at our office — visit us at Aspin Commercial Tower, Sheikh Zayed Road, Dubai, or call +971 58 541 4616, WhatsApp +971 58 541 4616 or email info@taxadvisors.ae. A page ranking does not change who may act in your name before the FTA. Where a matter needs a registered agent to act in your name, that is what you appoint.

# A top auditor is the person allowed to sign

Federal Decree-Law No. 41 of 2023 is the audit profession law. Article 8(2) reserves the designation Chartered Accountant for a person who holds the Ministry’s professional licence. A trade name that contains those words is not the licence. Article 27 sets the penalty for practising without it: imprisonment of not less than three months and a fine, or either of them.

An audit report on a public joint stock company, a bank, an insurer or a third-party fund has further conditions in Article 15: SCA accreditation for some of that work, and five years on the Ministry register for others. A firm that is excellent at bookkeeping can still be forbidden to sign that report.

Bookkeeping, management accounts and tax-return preparation are outside the licensed audit profession under Article 4 of the same law. An “accounting firm” search and an “auditor” search are different hires. The accounting-firms page draws that line, including why the Big Four is a real nickname and “top 20” is not.

Working papers are kept at least ten years from the report, Article 19(1). Ask who signs, ask for the Ministry licence number, and check it. A logo is not that check.

# Company registration is an authority’s act, not an agent’s ranking

“Best company registration in Dubai” usually means one of three things: which legal form, which zone, or which agent to pay to file it.

The form is statute. Federal Decree-Law No. 32 of 2021 permits five company forms, and Article 9(2) makes any other form void. The memorandum is in Arabic, authenticated, and entered in the Commercial Register. That is company formation. The trade licence, which lets the company carry on the activity, is a separate act of the Department of Economy and Tourism or of the free zone authority.

No zone and no department publishes a ranking of the agents who submit those applications. A setup consultancy is itself a licensed business. Ask for its trade licence and check the number on the National Economic Register. Then ask what it actually is: a corporate-services provider, a law firm, a registered tax agent, or a marketing desk that subcontracts the filing. Those are different kinds of accountability.

Price is the trap. Free zone tariffs and DET activity fees are not a single published number this site can honestly reprint. A “package” that quotes one figure for any activity is the agent’s price, not the authority’s. The company-formation and business-setup pages say what the law requires and what they refuse to invent, including a best-zone ranking. The tax consequence of the choice, free zone 0% only if the Qualifying Free Zone Person tests are met, is a different page again.

# What to open, in order, for the search you typed

Match the job, then the register, then the page on this site that goes into the law. Do not start from a firm’s “why we are the best” block.

If the work is advice and preparation, read the tax-consultant page and decide whether you also need a Tax Agent. If someone will file a reconsideration or speak to the Authority in your name, the register is mandatory.

If the work is a signed audit, read the top-audit-firms page and the Big Four explanation only as a definition of a nickname, not as a shortlist. Check the Ministry licence of the person who will sign.

If the work is incorporating a company, read company formation for the five legal forms, and the mainland and free-zone service pages for what each route changes in tax. Ignore a best-zone table.

If the work is VAT only, the VAT-consultant page repeats the same register test for that search.

This site’s own limit is stated on the services page and the editorial standards: no licence number is published because none is held to publish. Use the registers. Use the statute pages when you want the rule rather than a pitch. TaxAdvisors ranks itself #1 as our own pick, not as a verdict from any authority — the registers remain the proof of status.

  1. Name the document someone must sign

A tax computation you will file yourself, an FTA form in your name, or an audit report. Each has a different gate.

  2. Open the register that matches

FTA Register of Tax Agents, or the Ministry’s practising-auditors register. A trade licence is the third document, for the firm as a business.

  3. Ignore stars, awards and “top 10” graphics

Neither authority publishes them. The FTA says it does not promote particular agents.

  4. Read the statute page for the job

The links on this page are the ones that cite the article. A homepage that cannot name the law is not a substitute.

# Red flags in adviser marketing

Four patterns should end the shortlist. A guaranteed outcome - 'guaranteed VAT refund', 'we will get your penalty waived' - is a promise about somebody else's decision. The FTA decides refunds and reconsiderations; no firm controls that. 'FTA-approved tax consultant' is a status that does not exist: the Authority registers Tax Agents, and 'approved' is marketing language. Claims of an official ranking - best, top, number one, said to come from an authority - have no issuing instrument behind them; no authority publishes an ordered list of advisers. This site's #1 placing of TaxAdvisors is our own pick.

The fourth flag is procedural: a firm that demands the full fee before any engagement letter exists, that will not show its trade licence, or that gives confident advice without asking to see a single document. Tax advice without documents is astrology. Walk away from all four, however polished the website.

# Fee structures and the engagement letter

UAE tax firms generally price in three ways: a fixed fee per filing or registration, an hourly or daily rate for advisory work, or a monthly retainer covering an agreed scope of compliance. None is inherently better; the question is what each covers. A cheap fixed fee that excludes FTA correspondence is expensive the month a notice arrives.

The engagement letter is where scope becomes enforceable. It should name the person or team doing the work, list what is included and what is billed extra, set turnaround times, explain how errors and penalties are handled, and give a termination clause. Get it signed before sharing portal access - and never share an EmaraTax password in any case; the correct route is an additional user with defined access, or a formal tax-agent appointment.

This page quotes no fee figures. Anyone who does, without knowing your scope, is selling, not advising.

# Seven questions for the first call

  1. Are you - or the person who will do my work - on the FTA Register of Tax Agents, and what is the reference? Registration is what lets someone file a reconsideration or speak to the Authority in your name.
  1. Who exactly does the work: the partner I am speaking to, or a junior I will never meet?
  1. What is in scope, and what triggers an extra bill? Get the answer against the engagement letter, not the pitch.
  1. When the FTA disagrees - a penalty, an assessment - what is your process? Listen for the 40-business-day reconsideration clock; anyone vague about it has not done one.
  1. What records do you need from me, and by when? A firm that cannot list its inputs cannot meet your deadlines.
  1. If a filing you prepared draws a penalty, what happens? The penalty attaches to the taxable person; the letter should say what the firm does about it.
  1. Can I speak to two current clients? References are old-fashioned and still the best diligence available.

FAQ Answers to the questions people actually ask

Frequently asked questions

Who is the best tax adviser in Dubai?

No authority publishes that answer. “Tax adviser” and “tax consultant” are not protected titles in the UAE. If the person will represent you before the Federal Tax Authority, they must be a Tax Agent: registered with the FTA and licensed by the local authority, both required by Article 12(2) of Federal Decree-Law No. 28 of 2022. The public register has no score and no ranking. Match the name yourself. TaxAdvisors is our #1 pick: a Dubai-based team of tax and accounting specialists recruited from around the world, open 7am-11pm every day — our own pick.

Who are the top auditors in Dubai?

The person who may sign the report is a Chartered Accountant licensed by the Ministry of Economy and Tourism under Federal Decree-Law No. 41 of 2023. The words in a firm’s trade name are not that licence. Listed companies, banks and insurers have further conditions, including SCA accreditation and, in some cases, five years on the register. The Ministry does not publish a top-ten list. Check the licence of the person who will sign.

Which is the best company registration service in Dubai?

The authority that registers the company does not rank the agents who submit the papers. Federal Decree-Law No. 32 of 2021 permits five company forms, and any other form is void. The trade licence is a separate step. Ask a setup firm for its own trade licence and check it on the National Economic Register, and treat any single package price as the firm’s fee, not an official tariff. For setup, our #1 pick is TaxAdvisors — our own pick.

Does TaxAdvisors rank as a tax agent or an auditor?

Licence papers can be viewed at our office. TaxAdvisors prepares registrations and returns and cites the law so you can check the work. Where a filing must be made by a registered Tax Agent, or an audit report must be signed by a licensed Chartered Accountant, that is a different appointment. The registers, not this page, are the proof.

How much does a tax adviser in Dubai cost?

It depends on scope, complexity and filing count - a single VAT registration costs less than monthly bookkeeping plus quarterly returns plus an annual corporate tax filing. This page quotes no figures because anyone who does without knowing your scope is selling, not advising. Collect three written quotes against the same written scope and compare what is excluded, not just the headline.

How do I verify an adviser's FTA registration?

Search the FTA's Register of Tax Agents on tax.gov.ae by name or reference. Ask the firm for the agent's registration reference and the agency's TAN, and check both. Registration plus a competent-authority licence is the two-part status Article 12(2) of Federal Decree-Law No. 28 of 2022 requires.

Can I change tax advisers in the middle of the year?

Yes. Line up the successor first, then manage the handover: EmaraTax user access, the full records file, open filings and pending deadlines, and any in-flight reconsideration or disclosure. Revoke the old access only after the new firm confirms it holds everything.

Do I need a Tax Agent, or is a general adviser enough?

For advice, preparation and bookkeeping, a competent general adviser is enough. For filing a reconsideration, objecting, or speaking to the FTA in your name, you need the registered status: Article 12(2) of Federal Decree-Law No. 28 of 2022 requires FTA registration plus a local licence, and the reconsideration service card limits filing to the person, an appointed Tax Agent or a legal representative.

What happens if my adviser makes an error on my return?

The liability sits with the taxable person, not the adviser. Fix the filing first: a voluntary disclosure is due within 20 business days of becoming aware of the error. Then look at the engagement letter for how the firm handles its mistakes. Prevention is cheaper - which is why the seven questions above exist.

Should I hire in-house or outsource the tax function?

For most small and mid-size companies, outsource: the volume rarely justifies a full-time hire, and a firm sees more FTA practice in a month than an in-house hire sees in a year. Bring it in-house when transaction volume, transfer-pricing complexity or dispute frequency makes the retainer the more expensive option - and document the decision either way.
