# Your UAE tax picture on day one

New Zealand expat tax in the UAE starts with genuinely good news: the UAE levies no personal income tax on your salary, bonuses, allowances or investment income as an individual. Your Dubai paycheque arrives whole, with no PAYE-style deductions and no annual personal tax return to file in the Emirates. That single fact drives most relocation decisions, but it is only half the picture. The other half sits in New Zealand: New Zealand taxes residents on their worldwide income, and NZ residence is decided by the 183-day presence test and the permanent-place-of-abode test - not by your intentions, your visa, or your Emirates ID. Breaking the permanent place of abode is therefore the single most important New Zealand step in your move; Kiwis who keep the family home available 'just in case' routinely discover years later that they never stopped being NZ tax resident. The UAE also exchanges financial account information under the Common Reporting Standard, so IRD can see UAE-held accounts of New Zealand tax residents; non-residence must be real, not just declared. Finally, remember that "tax-free in Dubai" never means "tax-free everywhere": dividends from NZ companies, rental income from NZ property and gains caught by the bright-line test can all remain taxable at home after you move. Map every income stream to a country before you assume anything.

# Cutting New Zealand ties cleanly

Leaving New Zealand for tax purposes is an administrative project, not a feeling. The decisive step is breaking your permanent place of abode: sell the NZ home, or convert it to a genuine arm's-length rental with no personal availability - a house you can walk back into is an abode, whatever the paperwork says. Notify IRD of your departure, file the IR3 for the departure year covering the resident period, and keep every confirmation. Day counts still matter alongside the abode test: more than 183 days present in any 12-month period makes you resident regardless, so track travel in the departure year. General information only: confirm the current procedure with local counsel. Beyond the headline step, handle the practical tail: close or convert the NZ bank accounts you no longer need, review direct debits and subscriptions that signal continued daily life at home, and check student-loan obligations, which continue while you are overseas. If your spouse or children stay behind while you test Dubai, many countries will simply keep treating you as resident; a split household is the classic failed emigration. Keep a simple "departure file": sale or tenancy documents, visa copies, UAE tenancy contract, flight records and the date you notified IRD. Your future self, facing questions from Inland Revenue, will thank you.

The IRD notification and departure-year IR3

Tell IRD you are leaving and file the departure-year return covering the resident period up to your non-residence date. The cut-off needs documentary support - the abode disposal, the travel records, the Dubai establishment. Sloppy departure filings are the main reason home countries successfully challenge non-residence years later.

Student loans and the overseas tail

New Zealand student-loan obligations do not pause when you leave - overseas-based borrowers have repayment obligations and interest can accrue. Sort the student-loan position with IRD before departure rather than discovering arrears years later. It is not income tax, but it is the debt most returning Kiwis wish they had managed.

# Salary, bonuses and allowances: what is taxed where

On the UAE side this section is short: none of it is taxed. Salary, housing and schooling allowances, annual flight tickets, bonuses and commissions paid for Dubai employment are all free of UAE personal income tax, and there is no social-security-style payroll tax for expatriates. The analysis that matters is at home. New Zealand taxes residents on worldwide income, so if your NZ residence never cleanly ended, the Dubai salary can remain taxable at home under NZ domestic law, with the UAE-New Zealand treaty allocating rights between the two states. General information only. Two timing points deserve attention. First, bonuses and share awards earned while resident in New Zealand but paid after your move can remain taxable at home under source or trailing rules - negotiate payment dates with your employer before you fly. Second, employer-provided accommodation and schooling are tax-free in the UAE but may be treated as taxable employment income at home if NZ residence persists into the payment year. Put every payment on a timeline against your residence cut-off date, and have New Zealand counsel bless the timeline.

Allowances most arrivals forget to map

Housing allowances, education allowances, annual leave flights and relocation lump sums are the payments most likely to straddle two tax years or two residencies. In the UAE they are simply not taxed; at home they may be employment income of the year of receipt or the year of earning, depending on domestic law. List each allowance, its payment date and the governing employment contract clause before year-end.

Share plans and deferred compensation

RSUs, options and deferred bonuses granted by a New Zealand employer before your move are the highest-risk items in an arrival-year file. Many countries tax them by reference to the work period that earned them, not the vesting date, and treaty employment articles have specific rules for such income. Do not exercise or trigger vesting events in the arrival year without advice covering both countries.

# If you start a business or go freelance in Dubai

Employed arrivals can largely stop reading UAE tax law after the residency section. Anyone who will invoice, consult, trade or hold a business interest needs the corporate tax chapter. The UAE levies 9% corporate tax on taxable profits above AED 375,000 under Federal Decree-Law No. 47 of 2022. Natural persons are only in scope if they conduct business in the UAE with annual turnover exceeding AED 1,000,000 - below that, freelance and sole-trader income is outside corporate tax. Small Business Relief can reduce the tax to zero for eligible businesses with revenue up to AED 3,000,000 for tax periods ending on or before 31 December 2029. Free zone persons can access the 0% qualifying rate only if they meet the substance and qualifying-income conditions; a free zone licence is not itself a tax exemption. VAT registration bites at AED 375,000 of taxable supplies (voluntary from AED 187,500). Our dedicated freelancer guide for New Zealand expats walks through permits, invoicing and the home-country side of self-employment.

The AED 1 million natural-person threshold

The threshold that pulls an individual freelancer into corporate tax is turnover-based: exceed AED 1,000,000 in a calendar year from your business activity and you must register and file. Track turnover monthly from the first invoice; the registration obligation does not wait for year-end accounts.

Free zone vs mainland for new arrivals

Free zones offer streamlined licensing and, for qualifying persons, the 0% rate on qualifying income. Mainland licences offer unrestricted UAE-market access. The tax-efficient choice depends on where your clients are and what your income mix looks like - get the structure reviewed before you sign a licence, because unwinding a wrong choice costs more than the licence did.

# Property and investments left behind in New Zealand

Moving to Dubai does not move your New Zealand assets with you for tax purposes. Rental income from NZ property remains taxable in New Zealand, and the bright-line test can tax gains on residential property sold within a set period after acquisition (2 years for property sold on or after 1 July 2024, per Inland Revenue). New Zealand has no broad capital gains tax and no stamp duty, which surprises expats arriving from countries that have both, but the bright-line test is the targeted exception that catches short-hold residential sales. General information only: this area is fact-specific. If you keep a NZ home while in Dubai, decide deliberately - selling, renting commercially or leaving it empty each has different consequences, and an empty home still generates cost while producing no income. Critically, a retained NZ home available for your personal use is also a permanent place of abode for residence purposes - the property decision and the residence decision are the same decision. On the UAE side, individuals pay no tax on foreign rental income or foreign capital gains. Review investment accounts too: NZ brokers may restrict accounts for non-residents, and withholding on dividends and interest follows domestic and treaty rates. Our property-back-home guide for New Zealand expats goes article by article.

The bright-line test: the Kiwi exception

New Zealand's lack of a general capital gains tax does not mean property gains are always untaxed: the bright-line test taxes gains on residential land disposed of within a defined period after acquisition, with exclusions including the main-home exclusion in qualifying cases. 2 years for property sold on or after 1 July 2024, with the main-home exclusion subject to Inland Revenue conditions. Time any NZ disposal against the bright-line clock with NZ counsel before listing.

Rental property as a non-resident landlord

NZ rental income stays taxable in New Zealand with deductible costs decided by NZ domestic law. Keep every invoice - management, maintenance, insurance, interest - because deductions without documents are the first challenged. Non-resident landlord filings get extra scrutiny precisely because the taxpayer is abroad; file on time from year one.

# The seven costliest arrival mistakes

Every one of these mistakes shares a root cause: treating the move as a single event instead of a 12-month administrative process spanning two tax systems. The arrivals who sail through are the ones who documented the exit as carefully as they planned the entrance. Work through the table row by row in your first month in Dubai; most fixes cost nothing if done early and real money if done late.

# Book a cross-border relocation tax review

Moving from New Zealand to Dubai is the right decision for thousands of Kiwis every year - the tax picture genuinely favours it. Most New Zealand expats arrive in Dubai with two tax systems pulling in different directions, and the expensive mistakes all happen in the first year: an unbroken permanent place of abode, a misunderstood residence test, a gratuity paid in the wrong tax year. A cross-border relocation tax review maps your UAE position - residency, corporate tax exposure, VAT, TRC eligibility - against a properly caveated home-country picture prepared with New Zealand counsel, so you file correctly in both places from day one. The review covers your arrival-year filings, the documents your home accountant will eventually ask for, and the timing decisions (bonus payments, property moves, business setup) that are cheap to get right now and expensive to fix later. It is fixed-scope, plain-language, and built for people who have just moved - not for tax departments. If you are still deciding whether the move makes sense, the review will tell you that too, honestly. Book the review before your first NZ filing deadline after arrival, because after that deadline the planning window for the arrival year is closed.

FAQ Answers to the questions people actually ask

Frequently asked questions

Do I pay UAE income tax on my Dubai salary as a New Zealand expat?

No. The UAE levies no personal income tax on employment income, so your Dubai salary, allowances and bonuses are not taxed in the Emirates and you file no personal return there. The real question is whether New Zealand still treats you as tax resident; if it does, your worldwide income including the Dubai salary can remain taxable at home. Sort the New Zealand residence position first. General information on NZ law - confirm with local counsel.

How do I stop being New Zealand tax resident when I move to Dubai?

New Zealand residence turns on two tests: you are tax resident if present in New Zealand for more than 183 days in any 12-month period, and you can become non-resident if you have a permanent place of abode in New Zealand but are absent for 325 days or more in a 12-month period. The practical work is breaking the permanent place of abode - selling or genuinely vacating the NZ home - plus notifying IRD and filing the departure-year IR3. General information only; have NZ counsel confirm your position.

How do I become UAE tax resident after moving from New Zealand?

Under Cabinet Decision No. 85 of 2022 you are UAE tax resident if you meet any of three tests: 183 days of physical presence in any consecutive 12 months; 90 days plus a valid UAE residence permit and either a permanent UAE home or UAE employment or business; or your usual home and centre of financial and personal interests are in the UAE. Most new arrivals meet the 90-day test quickly; the 183-day test is strongest for treaty purposes.

What is a UAE Tax Residency Certificate and do I need one?

A Tax Residency Certificate (TRC) is the Federal Tax Authority's official proof that you are UAE tax resident for a given period. You need one whenever a treaty claim or your home country requires evidence of UAE residence - for example, to support reduced withholding or a non-residence position. Apply with passport, visa, Emirates ID, tenancy and bank statements; allow weeks for processing and renew it annually.

Will New Zealand still tax my Dubai salary after I move?

Possibly, and this is the highest-risk question in your move. New Zealand taxes residents on worldwide income, so if your NZ residence never cleanly ended - a permanent place of abode retained, heavy presence, family and economic centre still in New Zealand - the Dubai salary can remain taxable at home. The UAE-New Zealand double tax treaty allocates taxing rights, but it cannot fix a residence position you never closed. General information only; get NZ advice on the departure year.

What is the permanent place of abode trap?

It is the most common reason Kiwi departures fail. New Zealand can treat you as tax resident even with few days present if you retain a permanent place of abode - typically a home that remains available to you. Keeping the Auckland house 'just in case', furnished and ready, can keep you resident for the whole Dubai posting. Sell it, or genuinely convert it to an arm's-length rental with no personal availability. General information only - confirm with NZ counsel.

Are my Dubai allowances and bonuses taxed anywhere?

In the UAE, no: housing, schooling and flight allowances plus bonuses are free of personal income tax. At home, they may be taxable employment income of the year of receipt or the year they were earned, depending on domestic law - particularly if NZ residence persisted into the payment year. Map each payment against your residence cut-off date and get home-country advice on deferred items like bonuses earned before the move.

What happens to my New Zealand property when I move to Dubai?

It stays in the New Zealand tax net. Rental income remains taxable in New Zealand, and the bright-line test can tax gains on residential property sold within a set period after acquisition (2 years for property sold on or after 1 July 2024, per Inland Revenue). The UAE taxes individuals nothing on foreign property income. Review landlord filing obligations as a non-resident and get advice before selling. General information on NZ law only.

Does the UAE report my accounts to New Zealand?

Yes, expect it to. The UAE exchanges financial account information under the Common Reporting Standard, so New Zealand can see UAE-held accounts of its tax residents. CRS does not create tax by itself, but it makes undeclared non-residence strategies visible. Genuine, documented non-residence - abode broken, real Dubai presence - is the only position that survives CRS transparency. General information only.

When should I get professional advice on the move?

Before you fly, ideally. The valuable planning - bonus timing, property decisions, business structure, the departure-year filing - all happens around the move date, and most of it cannot be reconstructed afterwards. A cross-border review covering your UAE position plus a caveated home-country picture with New Zealand counsel is the standard safeguard. After your first NZ filing deadline post-arrival, the arrival-year planning window is closed.
