Payroll Journals: WPS, Gratuity & the UAE Payroll Cycle
Payroll journals for the UAE: gross-to-net computation, WPS payment, end-of-service gratuity accrual (21/30 days), leave and pension provisions.
payroll journal entry
UAE payroll runs gross-to-net through WPS: debit Salaries expense for gross, credit Advances and Salaries payable, then pay via WPS. Gratuity accrues monthly at 21 days/year (first 5 years) then 30 days/year on basic wage per FDL 33/2021 Article 52.

# The payroll cycle: from hiring to the WPS file
Payroll is the largest expense for most service businesses and the most fraud-prone cycle after purchasing — and in the UAE it runs inside a distinctive regulatory frame: no personal income tax on salaries, mandatory electronic payment through the Wages Protection System (WPS), statutory end-of-service gratuity, and pension contributions for UAE nationals. The cycle has five stages. Hiring and master-file setup: the employee record (contract, salary, allowances, bank details, ID) created with approval — the master-file discipline from our AIS page. Timekeeping: attendance, overtime and leave captured and approved by supervisors. Computation: gross salary adjusted for overtime, deductions and accruals. Payment: net pay disbursed through WPS with the Salary Information File. Reporting and reconciliation: payroll reports agreed to the general ledger, WPS confirmations filed, provisions updated. Each stage has an owner, each handoff has a control, and the whole cycle repeats monthly with metronomic discipline — because payroll errors and payroll frauds both compound quietly when the rhythm slips.
No income tax, but not simple
The absence of personal income tax removes withholding-tax mechanics but not payroll accounting: gross-to-net still runs through allowances, deductions, advances, gratuity accruals and pension contributions for nationals.
# Gross to net: the payroll computation
The monthly payroll computation turns contracts into cash. Start with basic salary plus fixed allowances (housing, transport — commonly separated in UAE contracts because gratuity is computed on basic salary). Add variable elements: approved overtime, commissions, bonuses. Subtract deductions: employee advances recovered, any court-ordered deductions, and pension contributions for UAE nationals (employer and employee shares at the statutory rates). The result is net pay — what the WPS file will disburse. A worked example: basic 10,000, housing allowance 4,000, transport 1,000 (gross 15,000); overtime 800; advance recovery 2,000; net pay 13,800. The payroll register shows every line per employee; the summary totals feed the journal entry. Two disciplines: overtime and variable pay need supervisor approval before computation (unapproved overtime is a classic leakage), and advances need a policy — approved, documented, with recovery schedules — because unmanaged advances become bad debts wearing payroll's clothes. The computation must be reviewable: an independent checker re-performs a sample each month, and every figure traces to a source — contract, timesheet, approval.
| Line | Amount |
|---|---|
| Basic salary | 10,000 |
| Housing allowance | 4,000 |
| Transport allowance | 1,000 |
| Overtime (approved) | 800 |
| Gross | 15,800 |
| Less: advance recovery | (2,000) |
| Net pay | 13,800 |
# The payroll journal entry
The payroll entry records the month's cost and obligations. For our example employee (ignoring gratuity and pensions for a moment): debit Salaries expense 15,000 (basic plus allowances — the gross cost), debit Overtime expense 800, credit Employee advances 2,000 (recovering the receivable), credit Salaries payable 13,800 (net pay owed). On payment through WPS: debit Salaries payable 13,800, credit Cash 13,800. In practice the entry aggregates the whole payroll: debit Salaries expense (total gross), debit Overtime, credit Advances, credit Pension payable (employee share for nationals), credit Salaries payable (total net). The expense hits the period the work was done — month-end accrual for any unpaid days keeps cut-off clean. Allocation matters too: salaries split across departments or projects (debit the right cost centres) so management reporting reflects where people actually worked. The entry is simple; its inputs are not — which is why the computation controls and the master-file discipline from the previous sections carry the real weight. A correct entry on wrong inputs is precisely recorded fiction.
| Event | Debit | Credit |
|---|---|---|
| Record monthly payroll | Salaries 15,000; Overtime 800 | Advances 2,000; Salaries payable 13,800 |
| Pay via WPS | Salaries payable 13,800 | Cash 13,800 |
| Accrue month-end stub | Salaries expense (pro-rata) | Salaries payable |
# WPS: the Wages Protection System
The WPS is the UAE's bank-mediated salary-payment mechanism: employers pay through approved banks or financial institutions, which transmit a Salary Information File (SIF) to the Central Bank, and the Ministry of Human Resources and Emiratisation monitors compliance. The mechanics for the accountant: generate the SIF from the payroll system (employee IDs, amounts, bank details), submit through the company's bank, receive confirmation, and reconcile the bank debit to the payroll register — every dirham of net pay must appear in the SIF and in the bank statement. Non-compliance has teeth: late or short payments trigger MOHRE flags, fines and ultimately licence consequences — payroll timeliness is a regulatory obligation, not just good practice. Common failure points: new joiners missing from the SIF (master-file lag), bank-detail errors bouncing payments, and the classic — paying part of the salary in cash 'off WPS' to reduce the recorded wage bill, which is both a gratuity-fraud setup and a compliance breach. The WPS file is the independent record that proves wages were paid; keep every month's SIF and bank confirmation with the payroll file. Auditors test payroll completeness against WPS data — the system's existence makes ghost-employee fraud harder and honest reconciliation easier.
# End-of-service gratuity: the accruing obligation
UAE labour law (Federal Decree-Law No. 33 of 2021, Article 52) gives employees end-of-service gratuity: 21 days' basic wage per year for the first five years, 30 days per year thereafter, with the daily wage computed on basic salary (annual basic ÷ 365 or monthly basic ÷ 30 per the implementing rules — confirm the divisor currently applied). The gratuity accrues over service: each month the company recognises the earned portion — debit Gratuity expense, credit Provision for end-of-service benefits. For a 10,000 basic salary in year three: monthly accrual ≈ 10,000 × 21 ÷ 30 ÷ 12 = 583. From year six: 10,000 × 30 ÷ 30 ÷ 12 = 833 per month. A seven-year employee at 10,000 basic: (21 × 5 + 30 × 2) = 165 days × (10,000 ÷ 30) = 55,000 total entitlement. On termination: debit the Provision 55,000 (to the extent accrued), debit Gratuity expense for any shortfall, credit Cash/WPS 55,000. The provision is a non-current liability (mostly), remeasured as salaries and service change. Under-provision is endemic — companies that never accrue face a cash shock at every resignation. Accrue monthly, reconcile the provision roll-forward yearly, and the obligation never surprises.
| Service | Rate | Monthly accrual |
|---|---|---|
| Years 1–5 | 21 days / year | 583 |
| Year 6+ | 30 days / year | 833 |
| 7-year total entitlement | 165 days | 55,000 lump sum |
# Leave, pensions and other payroll obligations
Beyond gratuity, the payroll cycle accrues annual leave: untaken leave is a liability — each month debit Leave expense, credit Provision for leave, measured at the salary rates the leave will be paid at. UAE employees accrue 30 calendar days per year after the first year (two days per month in year one), and the provision prevents the year-end shock of mass payouts. For UAE nationals, pension contributions apply: employer and employee contribute at the statutory rates to the pension authority (GPSSA at federal level, with emirate equivalents) — debit Pension expense for the employer share, credit Pension payable, remitting both shares together. End-of-service for nationals in pensionable employment follows the pension scheme rather than the gratuity rules — do not accrue both. Other obligations: overtime premiums per the labour law, notice-period pay, and repatriation tickets where contractually due. The pattern is uniform: every earned-but-unpaid employee benefit is a liability, accrued in the period the service was given. Payroll accounting is largely the discipline of recognising these obligations before the cash moves — the companies that book them only on payment misstate every period in between.
Do-not-rely: rates and thresholds
Pension contribution rates, leave entitlements and gratuity mechanics are statutory and evolve. The structures here are stable; confirm current rates, divisors and eligibility against MOHRE/GPSSA sources before computing.
# Payroll fraud and controls: ghosts and padding
Payroll fraud follows a short list of patterns. Ghost employees: fictitious staff on the payroll, with net pay diverted — defeated by master-file controls (HR creates, finance pays, neither alone), periodic headcount-to-payroll reconciliation, and WPS's identity linkage. Timesheet padding: unworked overtime approved by colluding supervisors — defeated by independent approval, overtime trend analysis, and surprise floor checks. Advance abuse: perpetual advances never recovered — defeated by advance policies with limits and automatic recovery. Bank-detail tampering: an employee's WPS details changed to divert pay — defeated by callback verification of bank changes and employee self-service confirmations. Commission manipulation: backdated or fictitious sales — defeated by independent sales records. The control architecture: segregate HR master-file maintenance from payroll processing from payment authorisation; require dual approval for master-file changes and bank-detail changes; reconcile headcount (HR) to payroll (finance) monthly; have the owner review the payroll summary — new joiners, leavers, large variances — before release. Mandatory leave for payroll staff completes it: most payroll frauds need the perpetrator present to sustain.
| Pattern | Control |
|---|---|
| Ghost employees | HR/finance segregation; headcount reconciliation |
| Timesheet padding | Independent approval; trend analysis |
| Bank-detail diversion | Callback verification of changes |
| Advance abuse | Policy limits; automatic recovery |
| Master-file manipulation | Dual approval for changes |
# The monthly payroll routine
Assemble the cycle into a monthly rhythm. Before month end: HR confirms joiners, leavers and changes; supervisors approve timesheets and overtime; advances and deductions are scheduled. Computation: payroll run, independent check of a sample, owner review of the summary (variances, new names, large amounts). Accruals: gratuity provision updated, leave provision updated, pension computed. Payment: SIF generated, authorised, submitted; bank confirmations received and filed. After payment: payroll journals posted with cost-centre allocation; WPS confirmations reconciled to the register; the payroll file closed (register, approvals, SIF, confirmations, journals). Quarterly: pension remittances reconciled; gratuity provision roll-forward reviewed. Annually: contracts and salary structures reviewed; leave balances confirmed with staff; the full provision recomputed per employee. The routine's product is a payroll that is complete (everyone paid), accurate (correct amounts), timely (WPS on schedule), and evidenced (every figure traceable). Payroll touches every employee every month — run it with the discipline that visibility demands.
| Phase | Actions |
|---|---|
| Pre-close | HR changes; approved timesheets; deductions |
| Compute | Payroll run; independent check; owner review |
| Accrue | Gratuity, leave, pension provisions |
| Pay | SIF authorised, submitted, confirmed |
| Post | Journals; reconciliations; file closed |
# Payroll in the statements: reading the cost
Payroll appears across the statements: salaries and wages within operating expenses (split by function — cost of sales for production staff, administrative for the rest), the provisions (gratuity, leave) in liabilities, advances in receivables, and payables at month end in current liabilities. Analysts read staff costs against revenue — the staff-cost ratio and its trend — and provisions against headcount for adequacy: a company with 100 staff and a gratuity provision that never grows is not accruing. Disclosure covers employee numbers, key-management compensation, and the provision movements. For UAE companies the WPS trail gives external users unusual assurance on the cash side — salaries paid are verifiable in a way few expenses are. The management lesson: payroll is both the largest controllable cost and the most sensitive obligation — underpay and you breach the law and lose the team; overpay through weak controls and you fund fraud. The cycle, the computation, the WPS discipline and the monthly accruals together make payroll what it should be: the company's largest expense, fully controlled and fully evidenced.
# Worked month: a five-person company's payroll
See the whole cycle in one month for a small Dubai consultancy: four expatriate staff and one UAE national. Gross payroll: basics totalling 52,000 plus allowances of 18,000 (gross 70,000); approved overtime 3,200; advance recoveries 4,000; the national's pension shares computed at the statutory rates. Net pay per the register: 68,400 across the five staff. Entries: debit Salaries expense 70,000, debit Overtime expense 3,200, credit Employee advances 4,000, credit Pension payable (both shares for the national), credit Salaries payable 68,400. Gratuity accrual: the four expatriates are in years 2–4 of service — monthly accrual at 21/30 of basic ÷ 12 totals roughly 2,400; debit Gratuity expense, credit Provision for end-of-service benefits. Leave accrual: untaken balances grew by an estimated 1,800 of salary cost; debit Leave expense, credit Provision for leave. The SIF is generated for 68,400 plus the pension remittance, authorised by the owner (who scans the summary: one new joiner this month, overtime concentrated on one project — both expected), submitted through the bank; confirmations arrive next morning and are filed. Journals posted with salaries split to the two project cost centres. Total monthly staff cost recognised: 70,000 + 3,200 + 2,400 + 1,800 + employer pension share = the true cost, not just the cash paid. That completeness — cash plus accruing obligations — is what separates payroll accounting from payroll processing.

Frequently asked questions
What is the payroll journal entry?
Debit Salaries expense (gross) and any overtime; credit Employee advances (recoveries), Pension payable and Salaries payable (net). On payment: debit Salaries payable, credit Cash — via WPS in the UAE.
How is UAE gratuity calculated?
21 days' basic wage per year for the first five years, 30 days per year thereafter (FDL 33/2021 Art 52), accrued monthly as service is given — not just paid on exit.
What is WPS?
The Wages Protection System: bank-mediated salary payment with a Salary Information File reported to the Central Bank and monitored by MOHRE. Salaries must go through it, in full and on time.
How do you accrue gratuity monthly?
Debit Gratuity expense, credit Provision for end-of-service benefits, at 21/30 of monthly basic ÷ 12 (first five years), then 30/30 ÷ 12. Recompute as salaries and service change.
Is there income tax on UAE salaries?
No personal income tax. But payroll accounting still runs gross-to-net through allowances, advances, pensions for nationals, and gratuity/leave accruals.
What are ghost employees?
Fictitious staff on the payroll with pay diverted to the fraudster. Controlled by HR/finance segregation, headcount-to-payroll reconciliation and WPS identity linkage.
How is annual leave accounted for?
Untaken leave is a liability: debit Leave expense, credit Provision for leave each month, measured at the rates the leave will be paid at.
Do UAE nationals get gratuity?
Nationals in pensionable employment are covered by the pension scheme (GPSSA/emirate equivalents) rather than the gratuity rules — do not accrue both.
Can salaries be paid partly in cash off WPS?
No — off-WPS payments breach compliance, destroy the audit trail and corrupt the gratuity base. All wages go through WPS.
What payroll records must be kept?
Contracts, timesheets, approvals, the payroll register, SIF files, bank confirmations, journals and provision workings — the complete monthly file, reconciled.
