Input VAT Apportionment Errors: Disclosure
Wrong recovery ratio between taxable and exempt supplies needs recomputing per period with full workings in the disclosure.
input vat apportionment errors: disclosure
Input VAT apportioned between taxable and exempt supplies at the wrong recovery ratio must be recomputed per affected period with the full workings disclosed — total input tax, the exempt-taxable split, the method applied, and the resulting ratio. The FTA re-performs the calculation, so a one-line adjustment without workings will be questioned while a transparent recomputation usually is not.

# What the rules say
Apportionment errors affect businesses making both taxable and exempt supplies: input VAT recovered at the wrong ratio because the exempt-taxable split was mismeasured or the method misapplied. The disclosure recomputes the correct attribution per period with the full workings — total input tax, the split, the method — because the FTA re-performs the calculation. A one-line adjustment without workings will be questioned; a transparent recomputation with the method stated usually is not.
# How to handle it in practice
Timing and payment work differently for input VAT surrenders but the economics are the same: the surrendered input tax increases the net VAT payable per period, and the 1% monthly voluntary disclosure penalty runs from each period's original due date to the disclosure date. Pay the resulting difference on filing day. And the 20-business-day clock runs from when the invalid claim was identified — often during a purchase-ledger review — so date the discovery memo to the review, not to the filing decision.
# Documents to prepare before you open EmaraTax
A disclosure is only as strong as its evidence. Before starting the form, assemble the discovery memo (what was found, when, by whom), the original filed figures for each affected period, the corrected figures with a clear reconciliation between the two, and the source documents behind the correction — tax invoices, contracts, bank statements, import declarations, or payroll records as the error type requires. Keep everything for at least five years: Article 3 of Cabinet Decision No. 74 of 2023 (the Executive Regulation of the Tax Procedures Law) requires tax records to be retained for five years after the end of the relevant tax period (seven years for corporate tax under Article 56 of Federal Decree-Law No. 47 of 2022), and the FTA can ask to see the file behind any disclosure inside that window. A complete, dated file also protects you if the same error is ever questioned again — you can show exactly what was disclosed and when.
# The five-year window behind every disclosure
Errors do not expire quickly. Tax records must be kept for five years after the end of the relevant tax period, and the FTA's assessment powers run on a similar horizon — longer where evasion is suspected. Practically, this means a voluntary disclosure should sweep every affected period inside the window, not just the most recent one: correcting 2025 while leaving the same 2023 error in place invites the FTA to find the older one itself, at which point the voluntary route is closed for that period. When you discover an error, ask whether the same mistake happened in earlier periods before you file — one complete disclosure covering all affected periods is cheaper and safer than a drip-feed of corrections.

Frequently asked questions
What if you used the wrong method entirely?
Recompute every affected period under the correct method and disclose the full recomputation with the method change explained. Do not blend methods across periods to minimise the correction — the disclosure must show each period under the right method, with the workings verifiable line by line.
How do you surrender wrongly claimed input VAT?
Through a voluntary disclosure reducing input tax per affected period, with a schedule listing each disallowed claim invoice by invoice. Attach the purchase ledger and the valid invoices supporting the claims you keep. Pay the resulting additional VAT the same day — the 1% monthly disclosure penalty runs from each period's due date to filing, and 14% per annum follows if the tax is unpaid 20 business days after filing.
What is a valid tax invoice for input VAT recovery?
One meeting the FTA's content requirements: supplier and customer TRNs, invoice number and date, description of goods or services, and VAT shown separately, among other fields. Delivery notes, proformas, and till receipts are not tax invoices — claims built on them fail verification and must be surrendered.
Which expenses block input VAT recovery?
Categories blocked by the VAT legislation — including entertainment and most motor vehicle expenses — regardless of business purpose. Check the current blocked list on tax.gov.ae; the disclosure should map each surrendered claim to the blocking rule so the correction is principled.
Can you claim input VAT on a proforma invoice?
No — input VAT recovery requires a valid tax invoice, and proformas do not qualify. If you claimed on proformas, surrender those claims in the disclosure and obtain proper tax invoices from suppliers for future claims. Then fix the accounts-payable control that allowed proforma booking.
How do you check for double-counted purchase invoices?
Run a duplicate detection across the purchase ledger for the full window — same supplier, same invoice number, same amount appearing twice — plus a cut-off review around each period end. Where one duplicate existed, others usually do; sweep the whole window before filing.
Do input VAT errors affect the VAT refund position?
Yes — surrendering input VAT reduces or eliminates a refundable position and can convert it to payable. If your disclosure turns a claimed refund into an amount due, pay it the same day; if a genuine refund remains, it proceeds through refund verification on its own timeline.
Can one disclosure cover several periods of input errors?
Yes, and it should — input VAT errors repeat monthly, so sweep every affected period in one disclosure with the invoice-by-invoice schedule per period. Correcting only the latest period leaves the identical older errors for the FTA to find. Sweep every affected period in the one filing — the error class always repeats, and partial scope is an incomplete disclosure.
