Zone Disclosure Timeline: From Discovery to Filing
Day 1: memo and evidence freeze. Days 2-10: status and movement build. By day 15: file both taxes' disclosures, pay, archive.
zone disclosure timeline: from discovery to filing
Zone disclosures are evidence-heavy, so run a tight timeline: day 1, write the discovery memo and freeze the evidence position — no more 'tidying' the movement records. Days 2–10, build the status timeline and the per-transaction movement files, engaging a tax agent immediately. Days 10–13, complete the VAT and excise recomputations with the analyses shown.
Basis: UAE Federal Tax Authority
- Two pillars
- Zone status at transaction date + movement records
- FTA verification practice
- Deadline
- 20 business days from awareness
- Article 10, Federal Decree-Law No. 28 of 2022; Article 10, Cabinet Decision No. 74 of 2023
- Coordinate
- VAT and excise disclosures together
- Same movements hit both taxes
# What the rules say
Multi-period sweep is structural here: zone misapplications are usually standing policies — the same wrong treatment applied to every zone transaction for years. Sweep every affected period in one disclosure with the period-by-period recomputation, and fix the transaction-coding policy going forward: zone supplies need a distinct system treatment with status verification built in, not a manual judgment call per invoice. Document the policy fix in the file as remediation.
# How to handle it in practice
VAT treatment errors in zones divide into over-claimed and under-claimed outside-scope treatment. Over-claimed — domestic supplies dressed as zone supplies — understates output tax and is the serious direction. Under-claimed — genuine zone movements standard-rated in error — overpays VAT and typically leads to a refund-position correction. The disclosure must get the direction right per transaction: reclassify each supply with the zone analysis shown, and attach the status-plus-movement evidence for both directions.
# The 20-business-day clock: when it starts and how to count it
Article 10 of Federal Decree-Law No. 28 of 2022 on Tax Procedures (as amended) requires a voluntary disclosure where a tax return, tax assessment, or refund claim understated the tax due, and Article 10 of Cabinet Decision No. 74 of 2023 sets the deadline: within 20 business days of becoming aware where the understatement exceeds AED 10,000; an error of AED 10,000 or less is corrected in the next tax return instead. The clock starts on awareness, not on the date the error happened: an invoice mistake from two years ago only starts the clock on the day you actually discover it. Business days are UAE working days, so Fridays, Saturdays, Sundays, and UAE public holidays do not count. In practice, the single most important habit is writing down the discovery date the day it happens — an internal memo or email recording what was found, by whom, and when — because that date is what the 20-day count is measured against if the FTA ever asks.
# Where a tax agent fits into the disclosure
An FTA-registered tax agent can prepare and file the voluntary disclosure on your behalf through EmaraTax, and for complex errors — multi-period corrections, related-party adjustments, designated-zone treatments — professional preparation materially reduces the risk of a second, corrective disclosure. The legal responsibility stays with the taxable person: the agent files for you, but the declaration is yours. If you already have an agent, tell them the moment you suspect an error rather than after you have decided what the right figures are — the 20-business-day clock runs from awareness, and the days you spend deciding are days the clock is already counting.

Frequently asked questions
What if movement records take longer than 15 days?
Prioritise: file the most complete accurate disclosure the window allows by day 15–18 rather than letting the deadline pass waiting for perfect records — a late disclosure still beats non-disclosure. But never file invented movement evidence; disclose transparently what is proven and what is reconstructed, with the method shown.
How do you correct a designated-zone tax error?
Through voluntary disclosure with two evidence pillars: the zone's designated status at the transaction date, and the goods-movement records proving the path taken. Reclassify each supply or movement with the zone analysis shown, sweep every affected period, and file within 20 business days of awareness.
What proves goods were in a designated zone?
Contemporaneous movement evidence — warehouse records, transport documents, gate passes, operator records — showing the goods entered, moved, or left as claimed. Invoices describing zone supplies without corroborating movement fail; the FTA tests movement, not paperwork. Keep the source documents that prove each corrected figure — the FTA verifies disclosures against primary records, not summaries.
Can zone status change retrospectively?
No — the disclosure must evidence the designation in force at each transaction date, not apply a current printout backwards. A transaction through an area that had lost its designation is a domestic supply regardless of what the invoice claims.
Do services in designated zones get outside-scope treatment?
Not as a blanket rule — certain supplies connected to zones are treated as inside the UAE, with services the prominent category. Confirm the current treatment per transaction type on tax.gov.ae; the blanket 'zone means outside scope' assumption is wrong in predictable places.
What if movement records are missing?
Reconstruct from every available source — operator records, transporter documents, customer receipts — and be transparent about gaps, taking professional advice. Treatment claimed with no movement evidence at all is the weakest possible disclosure position; build the best file the records allow.
Can one disclosure cover VAT and excise zone errors?
Prepare them as a coordinated correction — the movement evidence is shared, but each tax needs its own disclosure with its own recomputation. File both within the window so the figures agree across taxes. Build the evidence file before filing: verification tests the reconciliation line by line, and the complete file is what passes.
What is the deadline for zone-error disclosure?
Twenty business days from awareness where the understatement exceeds AED 10,000 (Article 10, Cabinet Decision No. 74 of 2023; an error of AED 10,000 or less is corrected in the next tax return instead) — awareness here being when the zone-treatment error was identified, often during a transaction review. Document it in the discovery memo and file by day 15. Calendar the 20-business-day deadline from the discovery memo date, and file by day 15 so the final days are buffer, not work time.
