E-Invoicing Implementation Services in the UAE

UAE e-invoicing implementation: ASP selection, ERP integration and PINT AE testing against your phase deadline — 30 October 2026 for larger businesses.

e-invoicing implementation uae

UAE e-invoicing makes every business transaction flow through an accredited service provider in the PINT AE format. Our implementation service maps your phase and deadline, helps you appoint an accredited ASP, aligns your ERP fields to the mandatory data set, and runs testing through to go-live — before the AED 5,000 monthly penalty for delay starts to run.

# What UAE e-invoicing requires, and when it applies to you

The Electronic Invoicing System, established by Ministerial Decision No. 243 of 2025, applies to any person conducting business in the State, for every business transaction. There is no revenue floor for being in scope — revenue sets your phase, not whether the system applies to you — and VAT registration is not a precondition. Business-to-consumer transactions are excluded until a further decision of the Minister. Your revenue figure is the gross income of your most recent accounting period, per your financial statements.

Once live, invoices no longer travel from your system to your customer's. They are issued in the PINT AE format, transmitted through your accredited service provider, and each invoice must be transmitted within 14 days of the date of the business transaction. The phase table below is the whole timetable; find your row first, because every later decision hangs off those two dates.

# Who accredits your provider — and what an ASP does

Your accredited service provider is the regulated pipe through which your invoices move. Accreditation is granted by the Ministry of Finance under Ministerial Decision No. 64 of 2025 — not by the FTA — and lasts two years. One appointed ASP covers both sending and receiving, so most businesses contract with a single provider.

Two traps catch buyers here. The first is status: the Ministry's register distinguishes accredited providers, which carry an accreditation number, from providers still under final assessment — never appoint on the strength of the word 'approved' without checking the register entry itself, as our guide to choosing an accredited service provider explains. The second is category confusion: the FTA separately accredits tax accounting software. An ERP or accounting package is not an ASP, and an ASP is not your accounting system. Implementation has to make the two work together, which is most of the project.

# What our implementation service includes

Implementation is a defined project with a statutory finish line, and it is run as one: diagnosis, selection, build, test, go-live. The workstreams below are scoped per legal entity, because a group with three UAE entities has three appointments and three go-lives to land.

# How an implementation project runs

The sequence matters more than the speed. Appointing an ASP before the gap analysis produces a contract priced on guesses; integrating before the field mapping produces rework. Run in this order, each stage closes a question the next stage depends on.

  1. Diagnose

We map every invoice flow — sales, credit notes, self-billing, intercompany — and every system that touches them, then fix your phase and dates from your audited revenue figure.

  2. Select

We shortlist providers from the Ministry's accredited register, test them against your volumes and ERP, and document the selection and the contract terms your board is approving.

  3. Build

Your ERP output is mapped field by field to the mandatory data set, master data is corrected at source — tax registration numbers, addresses, codes — and the ASP connection is configured.

  4. Test

End-to-end transmissions are run in the test environment: ordinary invoices, credit notes, rejections and corrections, until the exception queue is understood and owned.

  5. Go live and stabilise

Live transmission begins ahead of your statutory date where possible, the first cycles are monitored, and the archive and evidence pack are set up so an FTA query can be answered from records, not memory.

# The cost of missing your date

The penalty is the simple part: failing to implement the system or to appoint an ASP on time costs AED 5,000 for each month of delay or part thereof, under the table annexed to Cabinet Decision No. 106 of 2025. The extension of the large-business appointment deadline to 30 October 2026 — the subject of our explainer on the e-invoicing deadline extension — was a one-off act of leniency, not a pattern to rely on.

The larger cost is practical. Implementation capacity concentrates as deadlines approach: ASP onboarding queues lengthen, ERP vendors book out, and a project that needed eight calm weeks gets compressed into three expensive ones. Businesses below the AED 50 million line hold the advantage today — their clock runs to 2027 — and the pilot window that opened on 1 July 2026 lets any business adopt voluntarily and early. Starting in the pilot converts a compliance deadline into a scheduling choice.

# Choosing an implementation partner — honestly

Our position, stated before you ask: we are an implementation adviser, not an ASP. We hold no Ministry of Finance accreditation, we cannot transmit your invoices, and your ASP contract will be a separate agreement with an accredited provider. Any adviser who blurs that line is blurring it deliberately.

What to ask any partner, including us. Have you mapped the current mandatory-fields document, version 1.0, or an earlier draft? Do you test credit notes and rejections, or only happy-path invoices? Who owns the exception queue after go-live, and what does the first FTA query look like? And is the fee fixed against a written scope, as in our breakdown of e-invoicing implementation costs? If the answers hold up, the partner is sound. Contact us with your entity list and revenue figures and we will confirm your phase and dates in writing before any scope is priced.

FAQAnswers to the questions people actually ask

Frequently asked questions

Is e-invoicing mandatory for my business?

If you conduct business in the UAE, yes — the system is activity-based, not registration-based. Ministerial Decision No. 243 of 2025 applies it to any person conducting business in the State, for every business transaction, with no revenue floor and no requirement to be VAT-registered first. Revenue decides only your phase and dates. Business-to-consumer transactions are the current exception, excluded until a further ministerial decision brings them in.

Which deadline applies to me?

It follows the gross income of your most recent accounting period, per your financial statements. At AED 50 million or more, you must appoint an accredited service provider by 30 October 2026 and go live on 1 January 2027. Below AED 50 million, the appointment deadline is 31 March 2027 and go-live is 1 July 2027. Government entities appoint by 31 March 2027 and go live on 1 October 2027.

What happens if we miss the 30 October 2026 ASP deadline?

A penalty of AED 5,000 applies for each month of delay or part of a month, under the penalties table annexed to Cabinet Decision No. 106 of 2025. The correct response to a missed date is to appoint immediately: the penalty runs per month, so every month of drift is another charge, and a documented, dated remediation is a better position than continued delay. The go-live date itself does not move when the appointment date is missed.

Can one ASP handle both sending and receiving?

Yes. The Ministry's framework provides for a business to appoint one accredited service provider covering both directions — the invoices you issue and the invoices you receive — and the Electronic Invoicing Guidelines describe that single-appointment model. Confirm both directions are inside your contract's scope and volumes before signing, and verify the provider's accreditation number on the Ministry of Finance register, which is the accreditation that counts.

Does our ERP or accounting software need to change?

Not necessarily. What must change is the output: your system has to produce the mandatory fields — 51 on an electronic tax invoice — and connect to your ASP for transmission. Many ERPs achieve that through configuration or the ASP's own connector; some older systems need an upgrade or a middleware layer. Note that FTA-accredited tax accounting software is a separate register from MoF-accredited service providers. A gap analysis answers the question for your specific systems before money is committed.

What is PINT AE?

PINT AE is the UAE specification of the Peppol invoice standard: the XML format in which electronic invoices are exchanged over the Peppol network through accredited service providers. Peppol gives the transport and the addressing; PINT AE fixes the UAE-specific billing rules and fields on top of it, aligned to the Ministry of Finance's mandatory-fields document. Your ASP handles the network mechanics — your obligation is that the data leaving your ERP is complete and correct.
