Visa & Quota Tracker UAE: Free Establishment Quota Template

Free UAE visa and quota tracker (CSV): 10 columns for establishment quota use. Track usage so hiring plans never hit a wall.

visa quota tracker template

This free visa and quota tracker for the UAE gives you 10 columns for establishment quota management: entity, establishment file number, total quota, used, available, pending applications, utilisation percentage, expiry or review date, owner and notes. Practice-based rule: track quota usage so hiring plans don't hit a wall — quota rules vary by authority and activity.

Basis: MOHRE

What it is
A 10-column establishment quota tracker: quota granted, used, available and pending, with utilisation and review dates.

Why it matters
Hiring plans die when quota runs out mid-recruitment. The tracker shows the wall before you hit it.
Practice-based standard
Pending counts
The Pending Applications column reserves quota already committed — available quota is not just total minus used.
Practice-based standard
Utilisation signal
Utilisation % trending toward 100 means start the quota-increase process now, not when the offer is ready.

# What you're downloading

You are downloading visa-quota-tracker-template-uae.csv (546 bytes), a 10-column visa and quota tracker: Entity Name, Establishment File No., Total Quota, Used, Available, Pending Applications, Utilisation %, Expiry / Review Date, Owner, and Notes. The compliance annotation is practical: track establishment quota usage so hiring plans don't hit a wall, with the caveat that quota rules vary by authority and activity. The tracker's key insight is in the Pending Applications column — quota that is committed to in-flight applications is not really available, and companies that compute availability as total-minus-used keep discovering the wall mid-recruitment. The Utilisation % column is formula-driven, turning the raw numbers into the trend line that tells you when to start the quota-increase process. One row per establishment file, reviewed whenever hiring is planned.

# How to use it

Take a synthetic example. Summit Crest Facilities LLC has an establishment file with a total quota of 40 visas. HR opens the CSV: Entity Summit Crest Facilities LLC, Establishment File No. 654321, Total Quota 40, Used 32, Available 8, Pending Applications 5 (three employment visas in process, two renewals), Utilisation % 80%, Expiry / Review Date the quota review date, Owner the PRO, Notes 'two pending are renewals, not new hires'. The hiring manager wants to recruit six technicians. Available says 8 — but pending says 5, so true headroom is 3, and the utilisation is already at 80%. HR's answer is not 'yes' but 'three now, and start the quota-increase application for the rest'. The increase is applied for while recruitment proceeds, instead of after the fourth offer letter triggers a rejection. The tracker turned a mid-recruitment wall into a planned administrative step — which is the entire difference between quota management and quota surprise.

Start the quota increase at 80% utilisation, not at the wall A utilisation bar from 0% to 100%. At 80% utilisation the quota-increase process starts; at 100% hiring blocks. Pending applications consume headroom invisibly — true availability is total minus used minus pending. THE QUOTA WALL ACT AT 80% 0% utilised 100%: hiring blocked Pending applications sit inside the bar invisibly — count them or the wall arrives early. Each establishment file gets its own row. Never blend files.
The 80% mark is the trigger, not a suggestion. Increases take time; starting at the wall means recruiting against a ceiling that has not moved.

# Available is not total minus used

The most useful discipline in this file is the pending-applications arithmetic. True availability equals total quota minus used minus pending — and pending includes every visa application in flight: new employment visas, renewals consuming quota, family sponsorships where applicable, and any applications the PRO has submitted but not yet closed. Companies that ignore pending live in a recurring fiction where the tracker says quota is available and the authority says it is not. Update pending the same day applications are submitted or closed; a pending column updated monthly is where the fiction creeps back in. The Notes column should distinguish renewals from new hires in the pending count — renewals recycle existing quota while new hires consume headroom, and the hiring plan needs to know which is which. When utilisation crosses 80%, treat the quota-increase process as started, not as something to consider.

# Quota increases and establishment changes

Quota is not fixed forever, but increasing it is a process with its own timeline — which is why the tracker triggers it early. Increases typically require justification: the business case, the hiring plan, sometimes tenancy or office-space evidence depending on the authority and activity. Start the application when utilisation trends toward the high 70s, not when recruitment is blocked, because the increase will not arrive the day you need it. Establishment changes complicate the picture: new entities need their own establishment files and quota, mergers and restructures move quota between files, and activity changes can alter the quota basis. Each establishment file gets its own row — never blend files, because the authority certainly does not. The Expiry / Review Date column tracks any time-bound element of the quota position so renewals of the underlying position are not missed. And keep the PRO's quota correspondence filed against the row: approval letters, increase confirmations, review notices.

# Connecting quota to the hiring plan

The tracker's real audience is the hiring plan. Before approving any recruitment, the hiring manager checks the row: true availability (after pending), utilisation trend, and any review date approaching. Offers go out only against confirmed headroom — an offer letter for a visa that cannot be issued is a special kind of embarrassment. For bulk hiring, model the quota consumption in advance: twelve planned hires against headroom of three means the increase application and the recruitment run in parallel from day one, not sequentially after the first rejection. The Owner column matters here: the PRO owns the quota position, but hiring managers own the demand — the tracker is the shared document where supply meets demand. Review it in the same meeting as the hiring plan, not in a separate administrative corner. Quota is a business constraint; treat it with the same seriousness as budget.

# Common mistakes this prevents

The classic is the mid-recruitment wall — offers out, quota exhausted, the authority's rejection arriving with the candidates already resigned elsewhere. Second is the pending blind spot: computing availability as total-minus-used while five applications sit in flight. Third is the renewal confusion: counting renewals as new consumption (or vice versa), so the hiring plan works from the wrong headroom. Fourth is the blended file: multiple establishment files merged into one row, hiding that one file is exhausted while another has room. Fifth is the late increase: starting the quota-increase application after recruitment blocks, instead of at 80% utilisation. Ten columns, true-availability arithmetic, utilisation-triggered action — the template prevents all five as routine.

# When this file isn't enough

The tracker manages the quota position; it does not process visas or negotiate with authorities. Complex situations — quota increases requiring justification, establishment restructures, activity changes affecting the quota basis — need PRO or advisory handling. If your hiring spans multiple entities and authorities, the tracker coordinates but the underlying applications still need professional execution. And quota rules vary by authority and activity: verify the current position with your PRO or the relevant authority rather than assuming last year's rules. TaxAdvisors' PRO and company secretarial support manages establishment files, quota applications and the hiring-plan interface, so recruitment never discovers the wall mid-flight.

# Compliance basis

This tracker is practice-based: there is no statutory prescribed quota-tracker format. Establishment quota rules — grants, increases, renewals, and the activities they attach to — are set by the relevant authorities (MOHRE for mainland establishment files, free zone authorities for their jurisdictions) and vary by authority and activity. Verify the current rules for your establishment with your PRO or the authority. As of October 2026 — rules change; re-check before relying. The tracker's value is operational: hiring plans that respect the true quota position.

# Family sponsorship and quota interplay

Employment visas are the quota tracker's primary subject, but family sponsorship — the employee's spouse, children, dependents — interacts with the quota position and needs its own tracking discipline. The key distinction: family residence visas are typically sponsored by the employee (meeting the salary threshold), not drawn from the company's employment quota — but the company's involvement (the NOC, the salary certificate, the employment confirmation) makes HR part of the process. The tracker's Notes column should record the family-sponsorship pipeline where the company assists: which employees have family applications in progress, what the company has provided, the expected timelines — because the employee's family visa delay becomes the company's retention problem. The salary threshold for sponsorship is the critical figure: the employee's salary against the current threshold — HR's salary certificates and the payroll data should support it, and the employee considering family sponsorship needs an honest answer about whether their package qualifies before the application starts. Employment visa renewals vs family applications can collide on timing: the employee's own renewal and the family's new applications processed together need sequencing — the tracker's pending column should reflect the interdependency. Status changes affect sponsorship: the employee whose employment ends (resignation, termination) affects the family's sponsorship basis — the exit checklist should include the family-visa implications, communicated sensitively and early. And the company's family-sponsorship support policy (what HR provides, what it does not, the service standard) should be written — the ad hoc favour system produces inconsistent support and the disputes that follow. The quota tracker stays focused on the employment quota; the family-sponsorship awareness alongside it keeps HR's support complete. The employee whose family visa the company helped smoothly is the employee who stays.

# Quota and the hiring business case

The quota position should shape the hiring business case from the start, not appear as a footnote when recruitment stalls. The business case entries: the role's quota requirement (one visa from which establishment file), the current true availability (total minus used minus pending), the utilisation trajectory (will the hire push utilisation past the 80% trigger?), and the quota-increase plan if needed (application timeline, justification, cost). The hiring manager's requisition should include the quota check as a mandatory field — 'quota confirmed: yes, file X, availability Y' — signed off by the PRO or HR before recruitment begins. Without it, the recruitment runs, the offer is made, and the visa application discovers the wall — the sequence the tracker exists to prevent. Bulk hiring and projects: the multi-hire plan modelled against the quota position — twelve technicians needed, headroom of three, the increase application for the balance started in parallel with recruitment, not after. The business case should also consider the quota's alternatives: the contractor vs employee decision (where the operating model allows), the free zone vs mainland establishment (different quota positions), the timing (can the hire wait for the increase, or is the increase the critical path?). The cost dimension: quota increases, like visa processing, carry costs — the business case budgets them rather than discovering them. And the workforce planning horizon: the annual hiring plan reviewed against the quota trajectory — the plan that needs 50 visas against a quota of 40 is a plan that needs an increase application in Q1, not a surprise in Q3. The quota-aware business case is slightly more work at the requisition stage and enormously less work than the stalled recruitment it prevents. The tracker's data is the business case's quota section — maintained, current, and consulted before every hiring decision.

# Cancellations, departures and quota release

Quota is consumed by arrivals and released by departures — and the release side needs the same tracking discipline as the consumption side. When employment ends: the visa cancellation process begins, and the tracker's entries should follow it — the departure recorded, the cancellation initiated, the cancellation completed, the quota released back to available. The timing matters: quota is not released by the resignation but by the completed cancellation — the tracker should reflect the in-process state (the visa in cancellation, the quota not yet available) rather than optimistically freeing it on the last working day. The pending column works in both directions: visas in cancellation are pending releases, just as applications in process are pending consumptions — the true availability accounts for both. The exit checklist integration: visa cancellation is a mandatory exit item with its own timeline — the PRO initiates promptly, because the delayed cancellation blocks the quota, delays the ex-employee's next visa (a goodwill issue), and can create overstay complications. Absconding and dispute cases: the cancellation process for contentious departures follows its own procedure — the tracker notes the case status without adjudicating it, and the quota implications are managed per the actual process position. The released quota's redeployment: the hiring plan updated as cancellations complete — the replacement hire's requisition referencing the released quota, the pipeline kept moving. And the data hygiene: the departed employee removed from 'used', the establishment file's position reconciled periodically against the authority's records — the tracker's accuracy depends on the departure side being recorded as diligently as the arrival side. Quota management is a cycle — hire, employ, depart, release, rehire — and the tracker that only records the hiring half is managing half the cycle.

# Keeping the establishment file healthy

The quota lives in the establishment file — and the file's health determines the quota's reliability. The file's contents: the establishment registration, the trade licence copy, the tenancy contract, the authorised signatory's documents, the contact details — the file complete and current, because the transaction rejected for the expired tenancy in the file is the quota problem's cousin. The periodic verification: the file's details checked against reality — the address current, the signatory still authorised, the contact details functional — the annual verification the tracker's review includes. The change management: the office move, the signatory change, the licence amendment — each prompting the establishment file's update — the file kept synchronised with the company's reality. The compliance standing: the establishment's compliance record — the fines cleared, the inspections passed, the requirements met — the standing that the quota increase application will be judged on. The quota increase's file dimension: the increase application supported by the file's health — the complete, compliant, current file — the application from the neglected file inviting the scrutiny. The PRO's file role: the PRO maintaining the file — the documents filed, the renewals processed, the changes updated — the tracker's owner column naming the accountability. The multi-file portfolio: the group with several establishment files — each file's health managed separately — the files never blended, the tracker's rows distinct. The file audit: the periodic audit of the establishment file against the authority's records — the company's file and the authority's position agreeing — the discrepancies resolved. The establishment file is the quota's home: the healthy file — complete, current, compliant — makes the quota reliable; the neglected file makes every quota transaction a gamble. The tracker's quota numbers are only as good as the file behind them — and the file's health is a checklist discipline, not a hope.

FAQ Answers to the questions people actually ask

Frequently asked questions

What is an establishment quota?

The number of employment visas an establishment file is permitted — the ceiling on sponsored hiring. It is granted per establishment file by the relevant authority and managed through increases, renewals and reviews.

Why do hiring plans hit the quota wall?

Because availability was computed as total-minus-used while applications sat pending, or because utilisation hit 100% with no increase in flight. The tracker's pending column and utilisation trigger exist to prevent exactly this.

What counts as pending applications?

Every visa application in flight: new employment visas, renewals, and any submitted-but-unclosed applications. Update pending the day applications are submitted or closed — monthly updates let the fiction creep back.

When should we apply for a quota increase?

When utilisation trends toward 80%, not when recruitment blocks. Increases need justification and take time; starting at the wall means recruiting against a ceiling that has not moved yet.

Do renewals consume quota?

Renewals recycle existing quota rather than consuming new headroom — but they sit in pending while in flight. Distinguish renewals from new hires in Notes so the hiring plan works from true headroom.

Can quota move between establishment files?

Mergers, restructures and multi-entity groups raise exactly this question. Each file gets its own tracker row; moving quota between files is an authority process, not a spreadsheet edit. Take advice on your structure.

Who should own the quota tracker?

The PRO owns the quota position; hiring managers own the demand. The tracker is the shared document where supply meets demand — review it alongside the hiring plan.

How do activity changes affect quota?

The quota basis can attach to the licensed activity — changing activities can change the position. Verify with the authority before assuming the old quota carries over unchanged.

What if the authority rejects a visa for quota reasons?

Stop and fix the position: complete or withdraw pending applications, pursue the increase, replan hiring against true headroom. Do not keep submitting against a wall — it wastes time and credibility.

How often should the tracker be reviewed?

Whenever hiring is planned, plus a standing monthly check of utilisation trends. The review belongs in the hiring-plan meeting, not in an administrative corner.
