Open the authority's own company setup page and you find the packages described in detail — and no price attached to any of them. Creative City names each tier, states what it contains and leaves the money out. Every exact Creative City figure online therefore comes from a reseller, an agent or a comparison site, and each seller decides its own margin and its own inclusions.

Two quotes with the same package name can cover different things, because one seller bundles support the other charges for later. Treat every advertised figure as a seller's offer, never as the authority's tariff, and judge it only once it is itemised in writing.

The structure changes when you need to live and work in the UAE yourself. The Smart package is the first visa-bearing tier the authority lists: it includes one visa, plus E-Channel registration and an establishment card. Above it sit the Business One Visa and Business Multi Visa packages, which raise the visa quota and the number of owners the licence can carry while keeping the same flexi-desk, E-Channel and establishment card elements.

So you never buy a bare licence in Creative City: you buy licence, workspace status and visa capacity in one bundle, and that bundle sets every renewal that follows.

Many Creative City founders register in Fujairah and sell to clients in Dubai or abroad. That model is legitimate, but it changes how other institutions read your company. A bank does not assess the city you work from. It assesses the licence in front of it, the registered address behind it, your ultimate beneficial owner filing, your activity description and the transaction pattern you expect to run through the account.

A Fujairah licence held by a founder who cannot explain where the business operates, who owns it and how money moves invites harder questions than the same licence with clean, consistent documents. Keep your package paperwork, your flexi-desk lease and your ownership records aligned from day one, because the account opening interview tests exactly that consistency.

Compliance follows the registration, not your diary. Your corporate tax registration, your filings and your renewal calendar all attach to the Fujairah company, wherever you sit while you work.

Fujairah hosts more than one free zone, and confusing them produces bad budgets. Creative City is the media and creative zone. Its packages assume a freelancer, a content business, a consultancy or a small media team that needs a licence, a flexi desk and perhaps a visa — not physical trading infrastructure.

Fujairah Free Zone follows a different logic. It serves general trading and industrial activity, where the cost conversation turns on trading scope and physical facilities rather than media packages and visa tiers.

Choose the zone that matches the activity first. Only then compare packages inside it. The cheapest package in the wrong zone is not a saving.

Even a well-built package leaves lines outside it. Visa processing for each additional person you sponsor carries its own government steps, including the entry permit, the medical fitness test and the Emirates ID application. Workspace upgrades sit outside too: the package carries a flexi desk, so a founder who later needs a dedicated office pays for that change separately.

Amendments sit outside as well. Adding an activity, changing owners or raising a visa quota after setup is charge work on top of the package you already hold. And the renewal repeats the package decision every year, so an oversized tier is not a one-off mistake — it is an annual one.

Setup ends, but federal duties start immediately. Corporate tax registration with the Federal Tax Authority is free, and your Creative City company registers through EmaraTax whether it expects taxable income or not. Free zone companies can access the 0% corporate tax rate on qualifying income only when they meet the Qualifying Free Zone Person conditions, which include adequate substance, qualifying activities and audited financial statements where required. Non-qualifying income faces the standard structure, with 0% up to AED 375,000 of taxable income and 9% above that threshold. VAT registration is also free. It becomes mandatory once taxable supplies pass AED 375,000, and it opens voluntarily from AED 187,500. Register late for corporate tax and the penalty is AED 10,000, so the free registration is the cheapest line in your whole setup if you file it on time.
